Update from the legislature – December 10, 2025

The legislature is in session this week and is expected rise for the year on December 10. 

All-Seasons Resorts Policy Released  

The province released the All-Seasons Resorts regulations and policy and announced that Castle, Fortress and Nakiska have been designated as Alberta’s first all-season resort areas.  

The policy commits the province and resort developers to “work closely with affected municipalities to ensure that all-season resort development aligns with municipal planning objectives, infrastructure capacity, and community priorities. Municipal coordination is vital to ensuring long-term success and sustainability of all-season resorts. Additionally, input from municipalities is essential for the development of all-season resorts that complement local land use plans and contribute to shared economic and social benefits.” 

Further, the province and resort developers will engage and collaborate with municipalities on matters including: 

  • Land use compatibility with applicable land use plans and policies and regional growth strategies
  • Infrastructure and servicing, including roads, utilities, emergency services and waste management; and
  • Workforce housing and transportation, particularly where all-season resort development may impact local housing markets or labour availability. Resort developers are required to allocate a minimum of 5% of their total bed capacity for staff accommodation or provide alternative solutions approved by the province that ensure employees have access to suitable, year-round housing
