The Opportunity:

The Waste and Recycling Services department provides residents with options for managing their household waste through services and education. Services include curbside waste, recycling, and organics collection as well as a robust recycling depot and transfer station. Ongoing education of programs and initiatives is a key component to successfully diverting waste from landfill.

The Team Leader, Waste and Recycling promotes the development and implementation of waste and recycling programs, services, and education efforts, through continuous improvement initiatives. The team leader provides oversight to administrative and operational employees as well as contracted service providers. The team leader is responsible for monitoring and evaluating progress and performance metrics, setting department goals and budgets, and ensuring overall customer satisfaction.

Primary accountabilities include:

  • Provide leadership, technical guidance, training and coaching to a team of administrative and operational staff.
  • Establish operational service levels and plans for Waste and Recycling services in accordance with the community’s needs.
  • Lead, facilitate and coordinate the planning and implementation of identified projects/programs including follow-up evaluations and recommendations for action.
  • Develop, negotiate and administer contracts between the City and external service providers as required for the delivery of Waste and Recycling Services
  • Develop, manage and report on Waste and Recycling Services' capital and operating budgets, including development of annual business plans and quarterly budget variance reporting.
  • Work with internal and external stakeholders to obtain input for the development and implementation of waste reduction, diversion, and recycling projects/programs and to identify opportunities for improvement and optimization.
  • Prepare and present reports to the leadership team, senior management, Council and other boards and stakeholders as required on matters pertaining to waste and recycling services.
  • Act as a subject matter expert in responding to inquiries on waste diversion and recycling for both internal and external stakeholders.
  • Provide subject matter expertise, support, advice and information related to all aspects of waste, recycling and diversion practices.
  • Administer consulting contracts in support of identified projects/programs.
  • Monitor and evaluate market for recycled products.
  • Keep current on waste management trends and programs to identify ongoing opportunities.

You Bring:

  • Post-secondary education in a related discipline would be an asset.
  • Certificate in leadership or management would be an asset.
  • Valid Intermediate First Aid/CPR AED certificate would be an asset.
  • 5 years or more of leadership experience in municipal waste management.
  • Experience in strategic planning and the ability to see the big picture and maintain an innovative environment,
  • Experience managing departmental budgets.
  • Knowledge of waste management, recycling and other waste reduction practices and the regulatory framework affecting those industries is an asset.
  • Proficient organizational skills with demonstrated ability to handle a variety of complex projects/tasks with competing priorities.
  • Strong report writing and presentation skills.
  • Strong negotiation skills.
  • Proven analytical and problem-solving abilities.
  • Ability to professionally deal with a variety of individuals at all levels of the organization as well as Council, external customers and vendors.
  • Well-developed interpersonal skills and the ability to influence and form collaborative relationships.
  • Desire to coach, mentor and inspire a team of highly skilled professionals.
  • Ability to identify opportunities for improvements and manage change.
  • Ability to use sound judgment, creativity and good decision-making.
  • High level of confidentiality, tact and diplomacy.
  • Ability to implement positive changes and develop new processes.

Additional Information:

This is a full-time role (37.5 hours per week) which includes a comprehensive benefits and pension package.

This role may be required to provide support on the occasional evening or weekend.
