Position Summary:

The Public Works Foreman is responsible for supervising and completing the daily operations and maintenance of public infrastructure and facilities, including streets, parks, water and sewer systems, snow removal, and public buildings. Ensuring that public works projects are completed efficiently, safely, and in accordance with municipal standards and regulations.

Key Responsibilities:

  • Plan and coordinate daily maintenance and repair activities involving streets, sidewalks, storm drains, water/sewer lines, parks, and other municipal infrastructure.
  • Daily monitoring of the water and wastewater treatment plants.
  • Operate and oversee the use of heavy equipment such as backhoes, dump trailers, skid steers, and truck mounted snowplows.
  • Ensure all work is performed in compliance with safety regulations and standard operating procedures.
  • Inspect completed projects for compliance with standards and quality expectations.
  • Respond to emergency situations, including inclement weather, flooding, or infrastructure failures.
  • Maintain records of maintenance activities, equipment usage, and staff time; prepare reports as needed.
  • Coordinate with contractors, utility companies, and other municipal departments.
  • Order supplies, tools, and materials as needed; assist in budgeting and cost estimation for projects.
  • Enforce public works policies and ensure adherence to workplace safety standards.
  • Communicate effectively with the public, resolving complaints and addressing service requests.

Qualifications:

Education & Experience:

  • High school diploma or GED required; additional technical or vocational training in construction, utilities, or public works preferred.
  • Minimum of 3–5 years of experience in public works or a related field, including supervisory experience.

Licenses & Certifications:

  • Valid Class 5 driver’s license required. Class 3 drivers license is an asset.
  • OHS certification or other relevant safety training preferred; Confined Spaces, First Aid.
  • Small Systems Water and Wastewater Operators certification is an asset. Must be willing to obtain.

Skills & Competencies:

  • Strong knowledge of public works operations and maintenance practices.
  • Ability to read blueprints, technical drawings, and work orders.
  • Excellent leadership and time management skills.
  • Proficiency in operating and maintaining a variety of tools, vehicles, and equipment.
  • Ability to work independently.
  • Effective communication and interpersonal skills.
  • Ability to prioritize tasks and manage multiple projects under time constraints.
  • Basic computer skills for recordkeeping and reporting.

Working Conditions:

  • Work is performed indoors and outdoors in all weather conditions.
  • Exposure to noise, dust, traffic, and hazardous conditions.
  • Physical demands include lifting up to 50 lbs, climbing, bending, and standing for extended periods.

Salary Range:

Commensurate with Experience.
