The Opportunity:
The City of Red Deer is currently recruiting for a Public Works Engineer to fill a permanent full-time position. The Public Works Engineer is responsible to the Infrastructure Management Superintendent for the planning, engineering design, and delivery of both major capital and operations-based projects involving the management and maintenance of City owned assets within public transportation corridors.
A key role of this position involves pavement network management, including but not limited to annual network condition surveys, condition assessment and future year paving, road reconstruction and asphalt maintenance program planning. The Public Works Engineer is responsible for the design and construction aspects of major rehabilitation works including, but not limited to, the removal and reconstruction of roadways, sidewalks, creek bank erosion and slope stabilization including the implementation of Bioengineering techniques.
This position will oversee the contract supervision and construction management of projects designed, procured, and delivered in-house as well as those delivered through agreements with engineering consultants. The Public Works Engineer develops and monitors project budgets and schedules to ensure that projects meet appropriate and intended objectives. Additionally, the Public Works Engineer leads engineering initiatives, studies and reports to develop subject matter expertise and enhance the Public Works Department Mandate.
As our preferred candidate, you will have:
- Graduate from University with a Degree in Civil Engineering.
- Membership in the Association of Professional Engineers and Geoscientists of Alberta (APEGA) as a Professional Engineer.
- Four years directly related experience in the design, construction and management of civil and municipal, infrastructure projects, after graduation. Applicants with the following experience and knowledge preferred:
- Experience with pavement management software (Roadmatrix, preferable).
- Experience with GIS, Esri platform related to pavement management.
- Experience project managing and administration of asphalt paving, road reconstruction, micro-surfacing and other paved asset construction projects.
- Knowledge of pavement management application principles, including field condition surveys.
- Knowledge of preventative maintenance lifecycle treatments of asphalt roadways.
- Knowledge of the principles and practices of Civil Engineering.
- Ability to perform calculations and design work to a high level of accuracy, as work is performed independently, and errors may have significant consequences.
- Knowledge of the principles of surveying and computer aided drafting and design.
- Knowledge of computer software for municipal and transportation engineering applications and operation in conjunction with normal duties.
- Knowledge of geotechnical engineering and material testing principles.
- Knowledge of current methods and techniques as applied to design and construction of various municipal works: including water, sanitary sewage, storm drainage and transportation including roadways and bridge structures.
- Solution focused ability to work with contractors, consultants, City staff, property owners, and the general public.
- Valid Class 5 Alberta Drivers' License
