About the Organization
ARROW Utilities, a Capital Region Commission is a regional services Commission providing wastewater transmission and treatment services to nearly 400,000 people in 13 municipalities surrounding the City of Edmonton. ARROW owns and operates 200 km of wastewater transmission lines, 5 pumping stations, and a modern state of the art wastewater treatment plant located just north of Sherwood Park, Alberta. Our mission is to provide safe, reliable, cost-effective and environmentally responsible wastewater transmission and treatment services.
This is an exciting time to join ARROW as we are experiencing unprecedented growth with the expansion of our wastewater treatment facility and the use of membrane bioreactor removal (MBR) technology to treat used water for resale to industrial clients. We’re focused on building strong, resilient teams and increasing capacity to support our evolving operations.
About the Opportunity
We are hiring one (1) permanent full-time Project Manager reporting to the Director of Engineering. Key responsibilities include:
- Plan, develop, and manage capital projects from initiation to completion, including defining scope, preparing budgets, and identifying risks and mitigation strategies.
- Oversee project design, engineering reviews, and infrastructure modifications to ensure compliance with regulatory, environmental, and safety standards.
- Lead procurement and contract administration for consulting and construction services, ensuring adherence to ARROW policies and contractor safety requirements.
- Monitor schedules, budgets, and deliverables using project management tools; implement quality control measures and maintain accurate project documentation.
- Coordinate commissioning, handover, and operational integration of projects; collaborate with internal teams and represent ARROW in stakeholder meetings.
Qualifications and Experience
- Post-secondary education in Civil Engineering or a related field, or an equivalent combination of education and experience.
- Strong knowledge of engineering principles, contract documents, and regulations related to municipal, industrial, or wastewater projects.
- Proven ability to evaluate designs, manage consultants and contractors, and provide sound technical recommendations.
- Registered or eligible for registration with APEGA or ASET.
- PMP certification considered an asset.
- Holds a valid Class 5 Driver’s License;
This position is a hybrid opportunity, with the ability to work from home up to two days a week. We work a compressed work week of 70 hours biweekly, with every other Friday as an earned day off (EDO). The salary range for this position is $120,850 to 145,467 per annum.
