Position Summary:

As a member of the Asset Services team, the Project Manager plays a key role in the delivery of municipal capital projects from concept to closeout, ensuring alignment with the City’s strategic priorities, approved scopes, budgets and timelines.

The position reports to the Manager, Asset Services, who is accountable for overall supervision and performance evaluation. Day-to-day operational oversight is provided by the Senior Project Manager.

The role supports the delivery of capital projects of increasing complexity, beginning with administrative, coordination, and support functions, and progressively transitioning to leading projects as skills, confidence, and technical proficiency are developed. As experience grows, the incumbent will also gain opportunities to prepare and present project updates and recommendations to Council.

 

Key Accountabilities:

  • Lead municipal capital projects, from concept through design, procurement, construction, commissioning, and closeout.

  • Develop and manage project charters, scopes, schedules, budgets, risk registers, and communication plans.

  • Oversee procurement of consultant and contractors, including preparation of RFPs, RFQs, tender documents, and evaluation of submissions.

  • Monitor project budgets and expenditures, ensuring effective cost control, forecasting, and reporting.

  • Identify and manage project risks, develop mitigation strategies, and resolve issues in a timely and collaborative manner.

  • Ensure adherence with municipal policies, applicable legislation, engineering standards, and safety regulations.

  • Coordinate cross-departmental input to ensure projects align with operational requirements and lifecycle considerations.

  • Conduct site visits to monitor construction progress, quality assurance, and contractor performance.

  • Prepare regular status reports and presentations for senior leadership, Council, and other stakeholders with support from the Team Lead as needed.

  • Support public engagement activities related to capital projects, including open houses and stakeholder meetings.

  • Maintain confidentiality and adhere to City policies and procedures.

  • Promote workplace safety and participate in emergency response planning if required.

Required Education and Experience:

  • Bachelor’s degree or diploma in Engineering, Construction Management, or a related field.
  • 2-4 years of experience in capital project management, infrastructure delivery, and construction management.
  • Previous experience within a municipal or public-sector environment is an asset.
  • Familiarity with public procurement processes and contract administration is preferred.

Required Certifications and/or Documentation:

  • Engineer-in-Training (EIT) or C.E.T. designation.

  • CAPM, PMP, or related project management training is considered an asset.

  • Valid Class 5 Alberta Driver’s Licence and satisfactory Driver’s Abstract.

  • Satisfactory Criminal Record Check.

 

Expected Skills and Attributes:

  • Solid understanding of project management principles including scheduling, budgeting, risk management, and change control.

  • Working knowledge of municipal infrastructure design, construction practices, and relevant Alberta legislation (e.g., Safety Codes Act, Water Act, Municipal Government Act).

  • Strong organizational and time management skills.

  • Ability to manage multiple tasks and competing priorities.

  • Strong written and verbal communication skills.

  • Collaborative mindset with the ability to build effective working relationships.

  • Familiarity with project management software, scheduling tools, GIS systems, ERP and financial management systems is considered an asset.

  • Detail-oriented and motivated to grow professionally within a municipal environment.

  • Ability to work under general supervision while developing greater independence over time.

     

Working Conditions:

  • Office environment with extended periods of sitting, reading and concentration.

  • Field visits to construction sites will be required.

Salary & Benefits

Annual Salary: $90,000.00
