About the Organization
ARROW Utilities, a Capital Region Commission is a regional services Commission providing wastewater transmission and treatment services to nearly 400,000 people in 13 municipalities surrounding the City of Edmonton. ARROW owns and operates 200 km of wastewater transmission lines, 5 pumping stations, and a modern state of the art wastewater treatment plant located just north of Sherwood Park, Alberta. Our mission is to provide safe, reliable, cost-effective and environmentally responsible wastewater transmission and treatment services.
This is an exciting time to join ARROW as we are experiencing unprecedented growth with the expansion of our wastewater treatment facility and the use of membrane bioreactor removal (MBR) technology to treat used water for resale to industrial clients. We’re focused on building strong, resilient teams and increasing capacity to support our evolving operations.
About the Position
We are hiring one full-time, permanent Operations Manager reporting to the Director of Operations and Maintenance.
Key responsibilities include:
- Lead wastewater treatment plant, lift station, and collection system operations to ensure safe, reliable, and regulatory-compliant performance.
- Direct response to operational upsets and emergencies, lead investigations, and implement corrective actions to improve system reliability.
- Champion safety, environment, and regulatory compliance through strong OH&S practices, risk management, and hazard controls.
- Provide leadership and build high-performing Operations and Transmission Supervisors and Staff, through safety, training, certification, and succession planning.
- Coordinate with Maintenance and Engineering on maintenance activities, shutdowns, commissioning, and capital projects.
- Manage operational budgets and KPIs, drive continuous improvement, and provide clear reporting to senior leadership and stakeholders.
Qualifications
- Level 3 or 4 Wastewater Treatment certification or post-secondary education in Water/Wastewater Technology, Engineering Technology, or related field.
- Holds a valid Class 5 Driver’s License.
- Demonstrated experience managing shift operations, regulatory compliance, incident response, and wastewater treatment processes.
- Proven leadership ability, including team development, performance management, conflict resolution, and fostering a strong safety culture.
- Experience with incident management, root cause analysis, reliability improvement, and use of operational systems (e.g., SCADA, CMMS, DeltaV, Hach WIMS).
Compensation and Benefits
This position follows a compressed work week of 70 hours biweekly: Monday through Thursday, 7 a.m. – 3:30 p.m., with Fridays alternating between a shift of 7 a.m. – 1 p.m., or as an earned day off (EDO).
The salary range for this position is $140,360.35 to $160,995.30 per annum. We also provide a comprehensive benefits package, paid time off, and eligibility for the Local Authorities Pension Plan (LAPP). We are proud of our friendly and safe working environment.
