This position reports to the Director of Infrastructure Services.

This position is responsible for daily management of municipal infrastructure and operational programs covering all utility functions, including water treatment and distribution, wastewater treatment and collection. The manager coordinates work to ensure efficient use of departmental budgets, equipment, materials, resources and providing input into capital and operating budgets.

The position will be 40 hours per week and will be located at the Town of Whitecourt Public Works Building.

Key duties will include:

  • Responsible for the regular and efficient management of the Town’s water and wastewater treatment plants, raw water intakes, storage reservoirs, water distribution network and the wastewater collection system and lift stations.
  • In accordance with the regulatory requirements ensures all Alberta Environment and Protected Areas and Parks regulations/approvals are being met as required and as they change over time
  • Assist the Director of Infrastructure with the evaluation of development proposals, negotiations and dealing with contractors, developers, and consulting engineers
  • Conduct regular periodic safety, supervisory, and staff meetings with subordinates to discuss matters which are of general interest such as new policies, procedural changes, safety aspects, or work coordination.
  • Responsible for the overall maintenance of the utility infrastructure in accordance with good engineering practices, and operational plannings, guidelines, standards, and relevant legislation
  • Develop and implement Health and Safety Procedures for the Utilities function in conjunction with Town’s Health and Safety Officer

The successful candidate will possess the following qualifications:

  • Have successfully completed at least a two-year Diploma Program in a related Engineering or Water/Wastewater field and hold a professional certification associated with that field
  • Hold Level Two (2) or higher certifications in two or more of a combination of Water and Wastewater treatment, distribution and collection Water and Wastewater Operator Certificates
  • Possess 7 or more years in the operation and maintenance of water and wastewater systems.
  • Demonstrate strong organizational skills and the ability to deal effectively with staff, public and contractors.
  • Experience in providing leadership and supervision for the team.
  • Possess and maintain a valid class 5 driver’s license.

Physical Demands and Work Conditions for this position include:

  • Standing, walking, trunk rotation, forward bending, pushing and pulling required during site visits and inspections.
  • Occasionally climb ladders, stairs, and equipment for inspections or maintenance support.
  • Combination of office and field work (approximately 75/25 split).
  • May work in all weather conditions, including heat, cold, rain, and snow.
  • Exposure to noise, odors, chemicals, and mechanical equipment during plant or site inspections.

     

The Town of Whitecourt is committed to its employees and provides a competitive salary, benefits and pension plan. The current salary range for this position is $107,359.79 - $130,619.60 annually. The successful applicant will be required to provide a satisfactory criminal record check, pre-employment medical and provide a driver’s abstract, prior to being hired.
