Manager of Public Works
THE OPPORTUNITY
We have an amazing opportunity for a dedicated and strategic Manager of Public Works to join the Town of Irricana. Reporting directly to the Chief Administrative Officer (CAO), the Manager of Public Works leads to the planning, coordination, and execution of all municipal infrastructure and public works services. This role oversees maintenance and development of essential services, including roadways, sidewalks, parks, sewer and storm systems, water utilities, solid waste, recycling, and municipal buildings. This leadership position combines operational oversight with significant project management responsibilities, including long-term planning, budget management, and collaboration with internal teams, elected officials, and the public.
As a member of the Municipal Leadership Team, the Manager of Public Works partners closely with the CAO and Manager of Municipal Administration to advance strategic initiatives, build management capacity, and deliver core services with transparency and excellence.

RESPONSIBILITIES
- Serve on the Municipal Leadership Team (MLT), alongside the Chief Administrative Officer and Manager of Municipal Administration, to enable cross-functional collaboration and effective strategic planning.
- Engage and support elected officials on public works items through verbal and written reports, including attendance at council meetings (as required).
- Emphasizes customer service in addressing inquiries from consultants and the members of the public, while maintaining the best interests of the community as a whole.
- Assembles necessary resources to solve a broad range of programs and service solutions in the delivery of public works services.
- Plan, coordinate and supervise public works operations including the scheduling of work for all public works staff. This includes the hiring of trades and contractors to support the delivery of services for the Town.
- Ensure the development and implementation of an effective municipal maintenance management system including the development of methods, standards, scheduling techniques and reporting systems for Town assets relevant to public works.
- Responsible for fleet management, including but not limited to motorized mobile equipment, light-duty trucks, and heavy equipment from all facilities. This includes maintenance of and recommendations for purchase and replacement.
- Aid in the preparation of projects for tender as required.
- Act as on-site manager for capital projects and provide progress reports to the Chief Administrative Officer.
- Develop procedures and implement approved department policies.
- Keep up to date on knowledge of all regulatory requirements as pertaining to public works.
- Collaborate with and provide input to the Chief Administrative Officer (and Finance Officer) in the preparation and adherence of annual operational and capital budgets.
- Determine the availability of grants and other forms of funding to support capital projects.
- Ensure required testing and reporting as required by local, provincial, and federal governing bodies is completed.
- Provide innovative solutions to streamline processes and create efficiencies.
- Ensure all employees comply with provincial and municipal safety regulations.
- Set an example for a safety-first culture by demonstrating a positive and safe work environment. Work with colleagues to enhance and implement a public works specific safety program.
- Ensure all safety documents are completed, read, and approved in a timely and accurate manner.
- Ensure the team receives and participates in training and development programs. Including work specific competencies, mentorship and development programs, and safety.
- Provide leadership and mentorship; Promote a culture of professional growth and opportunity by setting the team up for future success.
- Assess and recommend staffing levels and requirements. Hire, train, supervise, discipline staff in accordance with personnel policies and the collective agreement.
- Review and approve timesheets, accounts receivables, and all invoicing related to Public Works and its capital and operational projects.
QUALIFICATIONS
- Post-secondary education in Engineering, Public Administration, Science (or similar) or a Journeyman qualifications in Building Trades (or similar). A combination of relevant experience will be considered.
- Professional registration strongly preferred, with membership in professional organizations considered advantageous.
- 7 years experience in Municipal Operations, ideally in a Public Works or Capital Delivery setting.
- 3 years experience leading teams, ideally in a unionized environment.
- Certified Public Works Supervisor (Level I or II) is advantageous.
- Knowledge of heavy equipment and machinery is advantageous.
- Intermediate computer skills are required.
- CPIC Security Check and Vulnerable Sector Check within 90 days of employment.
