The Opportunity
Reporting to the General Manager of Corporate Services, this position provides strategic consultation and planning services to the City Manager, General Managers, and Managers on a wide range of People & Culture programs including employee relations, recruitment and selection, performance management, organizational design, change management, learning and development, compensation, benefits, legislative compliance, workplace wellbeing, and the City’s health and safety program.
Responsibilities
Organizational Development & Workforce Planning
- Oversee recruitment, selection, and onboarding processes to ensure the City attracts and retains high-quality employees.
- Provide strategic workforce planning, including succession planning, skills gap analysis, and career development opportunities.
- Support the development and implementation of leadership and employee development programs.
- Ensure compliance with equity, diversity, and inclusion practices in all staffing processes.
- Oversee performance management systems, ensuring clear expectations, accountability, and alignment with corporate goals.
- Facilitate coaching for managers to strengthen leadership capability and employee engagement.
- Coordinate employee engagement surveys, analyze results, and work with leaders to implement action plans.
- Design, implement, and evaluate corporate-wide training and development programs that build employee capability and leadership strength.
- Partner with leaders to identify training needs aligned with organizational goals and employee development plans.
- Facilitate or source training in areas such as leadership, compliance, health and safety, and employee engagement.
- Track, measure, and report on the effectiveness of training initiatives to ensure organizational impact.
Employee Relations
- Lead and manage workplace investigations into alleged violations of law, regulation, City policy, or City directives, ensuring processes are fair, consistent, and legally defensible.
- Provide expert advice and guidance to managers and employees on conflict resolution, corrective action, disciplinary processes, and complaints handling.

- Serve as a coach and trusted advisor to leaders, providing guidance on operational challenges, employee relations, conflict resolution, performance management and other organizational issues.
- Support leadership in building a positive, respectful, and inclusive workplace culture through proactive employee relations strategies.
- Partner with legal counsel as required to mitigate organizational risk.
- Ensure compliance with all applicable legislation and professional standards.
- Lead policy development, review, and interpretation to ensure compliance with legislation and alignment with organizational values.
Strategy, Leadership & Compliance
- Serve as a trusted advisor to the Senior Leadership and Leadership Teams on P&C-related matters.
- Develop, implement, and evaluate P&C strategies that support the City’s strategic plan and long-term organizational sustainability.
- Lead, coach, and mentor the People & Culture team to foster professional growth and high performance.
- Keep informed of employment and workplace culture trends and best practices and implement process and practice improvements where/when appropriate.
- Project manage key corporate initiatives such as the Corporate Training Development Plan, Internal Social Connectedness Plan, Employee Retention and Recruitment Plan, and any other projects which may arise.
Total Rewards
- Manage the City’s compensation, classification, and benefits programs, ensuring internal equity and external competitiveness.
- Provide oversight for job evaluation and reclassification processes.
- Coordinate a triennial external market compensation survey and participate in other municipal compensation surveys on an annual basis.
- Monitor P&C metrics and market trends to recommend adjustments to compensation and benefits strategies.
Organizational Wellness and Health & Safety
- Champion a culture of safety and wellness across the organization by reinforcing leadership accountability and employee participation.
- Oversee the development and promotion of employee wellness initiatives that enhance mental health, engagement, and overall well-being.
- Provide strategic oversight and guidance to the Health & Safety Officer, ensuring that health and safety programs are compliant with legislation and aligned with organizational priorities.
- Support Health & Safety staff in implementing training, hazard assessments, inspections, and incident investigations, ensuring consistency and accountability.
Education, Qualifications, and Work Experience
- Post-secondary diploma/degree in Human Resources.
- Alberta Chartered Professional in Human Resources (CPHR) designation would be an asset.
- 7+ years of work experience in the Human Resource field with proven experience working at senior levels.
- Experience working in larger organizations managing the Human Resources for 100+ staff is preferred.
- Questica experience is an asset.
- Dayforce experience is an asset.
- Project management experience is an asset.
- Thorough working knowledge of the Alberta Employment Standards Act, employment case law, Alberta Human Rights legislation, Alberta Occupational Health and Safety Act, and HR and H&S best practices are necessary.
- Ability to understand and advise on Human Resources processes, policies, and procedures and compliance efforts and deliver effective solutions.
- Superior relationship skills and consulting skills with ability to influence change.
- High business acumen and strong analytical skills.
- Exceptional communication skills and adapting communication styles, effective listening, and excellent writing and presentation skills.
- Ability to maintain strict confidentiality and use high levels of diplomacy and tact.
- Skilled in conflict management.
- Competent with MS Office suite, social media, research methodologies, and database programs.
- Ability to navigate between strategy and implementation and execution.
- Project management with high numbers of internal stakeholders.
Physical Effort & Safety Commitment
This position includes but is not limited to light effort such as:
- Standing, walking, climbing, stairs, kneeling manual dexterity, visual acuity, climbing ladders, balancing, crawling, crouching, depth perception, and lifting up to 20 lbs.
The employee is responsible for full cooperation with all aspects of the City’s Occupational Health and Safety program, including compliance with all rules and regulations, and for continually practicing safety while performing their duties, and monitor and enforce subordinate compliance with the OH&S program.
