Village of Innisfree - Interim Chief Administrative Officer (CAO)
Temporary Position – 28 hours per week
The Village of Innisfree is a community full of recreational variety and opportunity and close to Wapasu and Birch Lake, which allows residents as well as visitors access to water recreation.
With a village population of 250 and rural district approximately 1250. Innisfree is the perfect place to enjoy the lifestyle of a quiet, friendly country village, interesting local history, and nature's beauty.
The Village of Innisfree is seeking a highly skilled and strategic Interim Chief Administrative Officer (CAO) to lead municipal operations, provide professional advice to Council, and ensure effective delivery of services to the community. Reporting directly to Council, the CAO is responsible for the overall administration, financial stewardship, workforce leadership, and operational performance of the municipality in accordance with the Municipal Government Act, bylaws, and Council policies.
Key Responsibilities
Leadership & Administration
- Provide executive leadership to municipal staff, fostering a respectful, inclusive, and high-performing workplace.
- Oversee recruitment, performance management, training, workforce planning, succession planning, and employee relations.
- Ensure compliance with employment legislation, occupational health and safety, and best HR practices.
- Establish clear performance expectations, accountability frameworks, and continuous improvement initiatives.
Financial Management
- Lead the preparation and oversight of operating and capital budgets, forecasts, and financial statements.
- Ensure strong internal controls, financial integrity, and safeguarding of public funds.
- Monitor cash flow, reserves, debt, and long-term financial sustainability.
- Report regularly to Council on financial performance, variances, risks, and recommendations.
- Oversee audits, grant compliance, payroll, procurement, and financial systems.
Operational Oversight
- Direct and coordinate day-to-day municipal operations to ensure efficient and reliable service delivery.
- Develop and implement annual operational plans, asset management strategies, and infrastructure maintenance programs.
- Oversee contractor management, procurement, IT systems, records management, and privacy protections.
- Identify and manage operational and organizational risks, including emergency preparedness and business continuity planning.
Governance & Council Relations
- Serve as Council’s chief administrative and policy advisor, providing objective advice, analysis, and recommendations.
- Support Council meetings, reporting, strategic planning, and governance education.
- Implement lawful resolutions and directions of Council and report on progress and outcomes.
- Maintain confidentiality of in-camera, legal, personnel, and sensitive matters.
- Act as the primary liaison between Council and administration.
Professional Conduct
- Act ethically, impartially, and in the best interests of the Municipality.
- Maintain political neutrality and exercise sound professional judgment.
- Promote transparency, accountability, and best practices in municipal administration.
Qualifications & Experience
- Proven senior leadership experience in municipal or public-sector administration.
- Strong knowledge of municipal governance, financial management, and legislative frameworks.
- Demonstrated experience leading teams, managing budgets, and advising elected officials.
- Exceptional communication, organizational, and problem-solving skills.
- Post-secondary education in public administration, business, finance, or a related field (or equivalent experience).
