Job Description

Reporting to the Director of Corporate Services, the Financial Controller is responsible for the day-to-day financial operations of Kneehill County, including oversight of financial systems, processes, administration, and internal controls. The position ensures the delivery of accurate, timely, and compliant financial information for both internal and external stakeholders in accordance with all regulatory, legislative, and policy requirements.

The Financial Controller provides leadership and mentorship to a team of three, overseeing Accounts Payable, Accounts Receivable, Taxation & Assessment, and Procurement. Working collaboratively across all departments, the role supports the optimization, efficiency, and continuous improvement of the County’s financial functions while contributing to strong fiscal stewardship and organizational excellence.

Financial Oversight

  • Collaborate with the Director of Corporate Services to establish financial best practices, benchmarks, and performance measures that support organizational needs and strategic goals.
  • Oversee daily financial processing activities including cash receipts, accounts receivable, accounts payable, taxation, utility billing batches, and payroll.
  • Prepare and review a variety of internal and external financial reports, including financial statements, GST filings, and the annual Financial Information Return (FIR).
  • Monitor and analyze operating and capital expenditures to ensure alignment with approved budgets and financial plans.
  • Maintain the integrity of the general ledger and sub-ledgers by applying sound accounting policies, reviewing reconciliations, ensuring appropriate controls, and verifying accuracy and completeness of accounts.
  • Coordinate year-end processes, including preparation of working papers, adjustments, and supporting documentation required for draft financial statements.
  • Develop and maintain Asset Retirement Obligation (ARO) working papers in accordance with PSAS 3280 requirements.
  • Manage the annual audit process and all associated reporting requirements, ensuring accuracy and timely submission.
  • Oversee the County’s insurance portfolio, liaising with stakeholders regarding claims, renewals, cost allocations, and risk-related inquiries.
  • Prepare or support the preparation of financial reports and presentations for Council, as required.
  • Stay current with legislative and regulatory changes including updates to the MGA, PSAB standards, and other relevant requirements.

Qualifications

  • A recognized accounting designation (CPA) or active progress toward designation; a combination of education and experience in accounting, business administration, or commerce may be considered.
  • Minimum five (5) years of progressively responsible accounting experience, ideally including supervisory experience within a municipal government setting.
  • Strong working knowledge of all legislation and regulations relevant to municipal finance, including PSAB standards and the Municipal Government Act.
  • Solid understanding of municipal accounting practices, financial reporting requirements, and year-end processes.
  • Demonstrated ability to build strong internal and external relationships and contribute positively to team culture.
  • Exceptional verbal and written communication skills, with a commitment to high-quality customer service.
  • Proficiency with financial information systems such as Great Plains/Diamond Municipal Solutions.
  • Strong competency in Microsoft Excel and Word essential.
  • Proven ability to lead, mentor, motivate, and develop staff while fostering a respectful, productive, and collaborative work environment.
  • Strong organizational, analytical, and problem-solving skills.
  • High degree of political acumen and professional ethics.
  • Valid Class 5 Alberta Driver’s License.

Salary range $106,651 - $131,168 depending on qualifications.
