Executive & Legislative Coordinator
Are you a highly organized, politically astute professional with a passion for municipal governance and executive-level coordination? The Town of Blackfalds is seeking a dynamic Executive Legislative Coordinator to provide senior-level confidential and executive administrative support for the office of the CAO, Council, Human Resources, Legislative Services, and Senior Administration.
This dynamic position plays a pivotal role in supporting the Office of the CAO, Council, Human Resources, Legislative Services, and Senior Administration through confidential, executive-level administrative expertise. As a trusted liaison, you will foster seamless communication and collaboration between the CAO, Mayor, Council, senior leadership, staff, and a diverse range of external stakeholders—including government bodies, partner agencies, and the public.
Key Responsibilities:
- Strategic Coordination: Orchestrate and manage scheduling and event logistics for the CAO and Council, ensuring alignment with organizational priorities.
- Executive Support: Respond to inquiries and support the development of correspondence, reports, and research initiatives stemming from requests by the CAO, Mayor, and Council. Assist with maintaining and managing confidential personnel records, coordinate recruitment activities, and support hiring processes.
- Legislative Leadership: Act as a backup to the Senior Legislative Advisor, contributing to the preparation of Council meeting agendas, minutes, and follow-up actions. Provide facilitation and support for Council Committees, including agenda and minute preparation.
- Governance & Policy Insight: Assist in legislative, procedural, and governance functions, including policy and bylaw research, analysis, and drafting. Support municipal election and census activities.
- Professional Excellence: Operate independently with sound judgment, discretion, and a commitment to confidentiality. Deliver exceptional service and responsiveness while enhancing communication between Council, staff, and the community.
Required Knowledge, Skills & Abilities:
- Excellent working knowledge of the Municipal Government Act.
- Strong interpersonal, communication, and legislative/administrative skills with accurate attention to detail.
- Ability to prioritize tasks and coordinate with multiple stakeholders.
- Knowledge of electronic records management systems.
- Exceptional problem-solving, research, and writing skills.
- Demonstrated discretion, diplomacy, and sound judgment in handling sensitive matters.
- Strong organizational and time management skills.
- Excellent working knowledge of the Alberta Municipal Government Act.
- Broad understanding of relevant municipal legislation, structure, policies, and procedures.
Position Requirements:
- Provide confidential executive support to the CAO, Council, Human Resources, Legislative Services, and Senior Administration.
- Manage a full range of confidential, complex administrative support, which includes but is not limited to monitoring and managing the CAO’s calendar, scheduling administrative meetings, preparing agendas and correspondence, taking meeting notes, and making other necessary arrangements.
- Act as a first point of contact for people wishing to speak with the CAO; gather the required background information on requests and respond to general inquiries on the CAO’s behalf.
- Serve as contact for all elected officials by providing a full range of confidential, complex administrative support, including managing Council and multiple individual calendars, coordinating travel arrangements, scheduling meetings with internal/external stakeholders, proofreading and preparing correspondence for signature, composing letters and emails on behalf of Mayor and Council, and all other related administrative needs.
- Liaise with Town Council, government officials, municipalities, representatives of business or community organizations, the public, and all levels of Town personnel to assist in the exchange of information and communicate tactfully with discretion.
- Ensure closed meetings are conducted in accordance with legislation; apply the Municipal Government Act, Access to Information Act, and Protection of Privacy Act to ensure information is appropriately protected and released to the public.
- Support legislative and governance functions, including policy and bylaw development.
- Manage municipal election processes and annual census coordination.
- Maintain corporate records and ensure compliance with legislative requirements.
- Administrative support and coordinator for Legislative Services, council-related events, training sessions and public engagement activities.
- Assist Human Resources in managing all aspects of personnel records, coordinate recruitment activities, research, and development for collective bargaining.
- Support senior administration with special projects and initiatives.
Education and Experience
- Post-secondary degree or diploma in Public Administration, Business Administration, Legal Assistant, or related discipline.
- Education in Local Government Administration is considered an asset.
- Minimum of two (2) years of experience in legislative or municipal operation or three (3) years related experience in an Executive Assistant or Senior Administrative Support role.
- Experience with Microsoft Office Suite.
- Education in Local Government Administration is considered an asset.
- Experience supporting boards or committees is a strong asset

- Valid Driver’s License with current Driver's Abstract.
- Bondable.
- Commissioner for Oaths (or attainable).
- Must be available to work flexible hours, including weekly evening meetings and weekend workshops.
The position works 35 hours/week, including attending biweekly evening meetings and weekend workshops.
