Position:                   Engineer, Asset Management and Infrastructure

Division:                   Engineering Services

General Accountability: 

 

This position is responsible for providing support to the Manager of Engineering Services as part of a team that provides engineering services for the Town. The Engineer, Asset Management and Infrastructure  Planning is responsible for leading the delivery and ongoing management of an effective Asset Management System (AMS) for various diverse groups of assets and to ensures the quality of the data captured for asset management purposes is maintained in an effective and strategic manner. This position requires a vast knowledge and understanding of technical work related to overall engineering typically required by a growing municipality.

Duties:

  • Provide guidance and recommendations regarding development of the Town’s capital planning.
  • Ensure accurate data to support decision making for capital improvements.
  • Provide recommendations on the prioritization of the Town's infrastructure replacement needs given the Town's available financial resources and new infrastructure funding supported.
  • Oversee infrastructure condition assessments.
  • Remain current on the latest codes and best practices related to asset management.
  • Coordinate and maintain the Town’s Asset Management Software System
  • Support the Town’s  GIS Developer.
  • Provide training to staff at varying levels within the organization on concepts and systems to foster an improved understanding of corporate asset management and develop capacity building within the organization.
  • Collaborate with senior leaders on the management, investment approaches for asset management.
  • Present and recommend priorities for tangible capital assets while ensuring Council established municipal service levels are maintained.
  • In collaboration with other departments, create and administer an asset management inventory database and registry for all municipal assets using GIS tools, service and work order systems, financial reporting systems, asset management software, and other data management tools.
  • Be a champion for the Town’s Records Management team.
  • Responsible for review of engineering drawings and submissions related to minor development, service connections, permits and installations to ensure conformity with regulations, standards, laws and bylaws.
  • Calculate security reduction estimates for developments/subdivisions.
  • Stay informed about changes in regulations and standards related to municipal engineering.
  • Liaise regularly with contractors and developer’s representatives to ensure conformance to both design and construction standards.
  • Inspect and report on construction and issue certificates as required to ensure compliance with Town Standards.
  • Responsible for shallow utility review and approvals.
  • Responsible for review and approval of Traffic Accommodation Strategies (TAS).
  • Maintenance and updating of engineering procedures and standards for water, sewer, storm, solid waste, roadways, and parks.
  • Provide technical input into project tender evaluations and award.
  • Provide technical support for infrastructure and engineering projects.
  • Research and investigate engineering issues, including coordinating programs for a particular study.   
  • Perform data collection such as field survey data, traffic data, etc.
  • Liaise with and provide technical information to municipal staff, appropriate third parties such as utility companies, and the general public.
  • Assist with the administration of the division’s capital and operation budget programs, reports, development and construction agreements, shallow utility installations, council, and resident inquiries, etc.
  • Review correspondence and reply to public enquiries or concerns.
  • Build and maintain positive work relationships with project teams and contractors.
  • Ensure an environment of customer excellence when dealing with internal and external customers and stakeholders.
  • Participate in and actively promote the Town’s Health and Safety program and ensure employee and external contractor safety by supporting the development and maintenance of a respectful, healthy and safe work environment.
  • Present reports and presentations to Senior Leadership Team (SLT) and Council
  • Perform all other related duties as assigned. 

Minimum Qualifications:

  • Professional Engineer (P. Eng) designation (or working towards) from APEGA equivalent with four (4) to six (6) years related experience. A combination of education and experience will be considered
  • Valid Alberta Class 5 Driver’s License
  • Experience in developing, analyzing, and maintaining GIS data and other GIS output products including use of software and GPS units for data collection
  • Asset Management Certification is considered an asset.
  • Project Management Professional (PMP) certification is considered an asset.
  • Basic understanding of project management principles.
  • Strong computer skills including Microsoft 365 (Word, Outlook, Excel, Teams, PowerPoint, SharePoint, Planner, etc.)
  • Knowledge of AutoCAD and GIS
  • Familiarity with basic survey equipment is considered an asset.

  • Good understanding of contract law, project management, and municipal construction
  • Experience with the CCC, FAC and DCC process
  • Effective written, oral, listening and research skills
  • Strong interpersonal skills including the ability to diplomatically resolve conflicts and disputes.
  • Municipal experience is considered an asset..Strong computer skills including: MS Office, ESRI products, and other various fleet and
