POSITION SUMMARY
Reporting to the Chief Administrative Officer (CAO), the Director of Development and Infrastructure assumes primary responsibility for the comprehensive management, leadership, organization, and direction of all facets of operations pertaining to the Planning, Utilities, Engineering and Development of the City, including the city’s wholly owned utility company. Serving as a pivotal liaison among internal departments and external stakeholders, this role plays a critical function in ensuring seamless coordination and communication within the departments and across the organization.
The Director of Development and Infrastructure oversees the Planning and Development teams, with a focus on the responsible and well-planned growth of the city. The Director is also responsible for the oversight of the City’s utility company, providing key services such as water and wastewater, garbage, recycling, composting, and stormwater management. This group is also primarily responsible for all capital projects related to the utility company. The Engineering team supports the development and maintenance of all city infrastructure, leads the asset management program and execution of the capital budget, and is a key stakeholder in the city’s offsite levy program.
The Director of Development and Infrastructure is integral to the City’s Leadership Team, fostering a workplace culture that supports employee growth and development. By aligning divisional strategies and operations with the City’s Strategic Plan, the incumbent actively contributes to the advancement of municipal goals and community initiatives. This role requires a broad combination of strategic leadership, political acumen, business intelligence, and oversight of the department's operations.
Experience:
- Minimum of 15 years of progressively responsible experience in a related field, including 5 years in senior leadership positions.
- Extensive experience with the delivery of projects on time and on budget.
- A career focused on building respectful relationships, clearly articulating expectations, and creating appropriate, fair and reasonable work environments.
- Proven experience in team building, change management and strategic thinking and implementation.
Education:
- Post-secondary education in a related field such as Engineering, Planning, or Asset Management.
- A Masters degree would be considered an asset.
- Other combinations of education and experience may be considered.

- Strong written and verbal communication skills, including report writing and data management.
- Proficiency working in Microsoft Office Programs including Word, Excel, and Outlook as well as operational databases and software platforms.
Salary and Benefits:
Salary Range: $165,000 to $190,000
