Job Description

The Financial and Business Planning Services Area is responsible for financial reporting and budgeting, cash control, assessment and business advisory functions and support for the organization. 

The Business Advisory Services department provides advisory and management services for the County, including Asset Management, Risk Management and Insurance, Procurement, Grant Funding, special projects including Enterprise Resource Planning (ERP) software and projects related Change Management.

Responsibilities in this role include:

  • Leads and directs all Business Advisory Services department operations
  • Ensures appropriate Business Advisory functions stewardship policies and practices exist within the County and functions effectively
  • Advocates the use of sound fiscal, asset management, procurement and risk management principles and research best practices to improve processes and reporting
  • Provides financial and business advisory expertise for a variety of projects, long range financial plans and strategic initiatives
  • Provides business advisory information, analysis, statistics, and support to the development of Council reports, policies, budgets, contracts, County newsletters and news releases, County web site and other documents
  • Keeps abreast of municipal legislation, new technologies, and systems as they relate to the Business Advisory Services, ensuring systems are current and effective
  • Authorization and approval of Business Advisory Services department related purchases in accordance with policy
  • Ensuring system controls and processes are in place to maintain data integrity and internal controls to minimize errors and risk of fraudulent activities relating to Business Advisory Services
  • Maintain and monitor the integrity of the County’s internal controls in area of responsibility to safeguard and provide corrective actions as required

Qualifications

  • Post-secondary degree in Accounting, Business, or Commerce or a related program. 
  • CPA (Canadian Professional Accountant) designation, Master of Business Administration (MBA) or proven track record in Business Advisory Services.
  • Financial and business advisory functions related experience in a local government setting. 
  • Generally Accepted Accounting Principles
  • Public Sector Accounting Standards
  • Asset Management, Procurement and Risk Management Principles and Practices 
  • Municipal Government Act, in particular as related to financial administrative duties and financial administration.
  • Freedom of Information and Privacy Act requirements
  • Ability to ensure all work-related information is kept confidential as per policy and in accordance with Freedom of Information and Protection of Privacy Act. 
  • Ability to comply with records management practices as stated in the Records Management Policy.
  • Management and Leadership skills including decision making, planning, problem solving, ethics, creativity and innovation, systems thinking, delegation and communication

Work Schedule:

This full-time, permanent position entails a 35-hour work week, Monday through Friday, from 8:30 am to 4:30 pm, with an hour unpaid lunch break.

Annual Pay:  $131,978 to $155,268
