Tools for evaluating CAO performance

The Municipal Government Act (MGA) includes a requirement that council must provide its Chief Administrative Officer (CAO) with an annual written performance evaluation of the results the CAO has achieved with respect to fulfilling their legislated responsibilities.

Under the MGA, a CAO's legislated responsibilities are:

  • Act as the administrative head of the municipality
  • Ensure that the policies and programs of the municipality are implemented
  • Advise and inform the council on the operation and affairs of the municipality
  • Perform the duties and functions and exercise the powers assigned to a CAO by the MGA and other enactments or as assigned by council.

Alberta Municipalities has resources on its website to assist councils in completing CAO performance evaluations. Click here to access the ‘Chief Administrative Officer performance appraisal’ webpage.

The Canadian Association of Municipal Administrators (CAMA) also has a CAO Performance Evaluation Toolkit on its website.
