Find the new FCSS Toolkit

Family and Community Support Services (FCSS) is a uniquely Albertan program that helps prevent social issues from becoming crises. FCSS is an 80/20 funding partnership between the provincial government, participating municipalities and Metis settlements.

Despite Alberta growing by nearly one million, and an average annual inflation rate of 2.25% over the past decade, provincial funding has remained largely unchanged. Based on an active resolution, Alberta Municipalities (ABmunis) is calling on the province to increase funding to reflect this growth — $162 million annually and index it, going forward.

This is one of ABmunis' top three priorities for the 2026 provincial budget. With the 2026 budget expected at the end of the month, we have developed a short advocacy toolkit to support your local efforts.

Use this toolkit to:

  • Understand the current state of FCSS
  • Share strong and consistent messaging on the value of FCSS
  • Equip your council and administration with ready-to-use advocacy tools
  • Highlight the real impact of FCSS in your community

FCSS matters. It keeps people connected, housed, and supported, reducing pressures on policing, health care, and emergency services. For municipalities already carrying more than their share of FCSS costs, advocating for proper provincial investment isn’t just important, it’s urgent.

Together, Alberta’s Municipalities can strengthen the case for long-term, sustainable FCSS funding and ensure communities have the preventive support they need to thrive.
