Bill 28: ABmunis’ analysis now available
Thank you to all the members who participated in Alberta Municipalities’ (ABmunis) webinar on Bill 28 or provided written feedback to our draft analysis. An updated version is now available!
On April 2, 2026, the Government of Alberta released Bill 28, the Municipal Affairs & Housing Statutes Amendment Act, 2026, which proposes amendments to the Municipal Government Act, the Alberta Housing Act, and the Libraries Act.
We are pleased that some of the proposed amendments reflect ongoing advocacy on items presented in Bill 50, the Municipal Affairs Statutes Amendment Act, 2025 around natural person powers, information requests, and codes of conduct, among other topics. We appreciate that Municipal Affairs acknowledged concerns raised by municipalities, ABmunis, and RMA, and that amendments introduced through Bill 28 aim to mitigate those concerns.
ABmunis continues to raise concerns regarding municipal autonomy and unsustainable cost pressures for municipalities. The proposed legislation introduces several provisions that risk eroding independence of local councils, while contributing to the mounting cost pressures being felt by municipalities across Alberta.
We know that much of Bill 28 requires regulatory work to implement. ABmunis looks forward to continued engagement with members as we work collaboratively on the development of the regulations that have been enabled through the bill. ABmunis remains committed to raising our questions and concerns with Municipal Affairs so the Ministry is fully informed about what these proposed changes would mean for municipalities.
