Job Details
The City of St. Albert is recruiting an individual to join our Financial & Strategic Services department as a Project and Change Management Advisor. Reporting to the Manager, Strategic Services, this position will be responsible for leading the corporate practices and establishing corporate frameworks relating to corporate project management, change management, and program and service reviews and evaluations.
Responsibilities
- Lead organizational efforts to mature corporate practices including the creation of tools, templates, resources and training.
- In collaboration with the Manager, Strategic Services, develop maturity plans for each related practice and ensure that organizational needs are met while ensuring that organizational change capacity is considered.
- Plan, direct, and manage organizational and cross-department initiatives and act as the primary resource for corporate project management.
- Provide services based on a multiyear workplan approved by the Manager, Strategic Services.
- Manage competing priorities, negotiate through complexity and maintain confidence in expertise and knowledge to ensure decisions are informed by appropriate information and context.
- Work with Purchasing Services to navigate procurement processes and practices.
- Ensure that consultants deliver based on the scope of work and that contract terms are being adhered to.
- Lead program and service reviews and summative evaluations on behalf of the organization.
Qualifications
- Undergraduate degree in Business Administration, Public Administration, or a related discipline with at least 5 years of experience.
- Experience in a public sector setting is highly desirable.
- Membership to at least one of the following organizations is required: Canadian Association of Management Consultants (CAMC), Project Management Institute (PMI), Canadian Evaluation Society (CES), or other discipline related organizations.
- Project Management Professional (PMP), Change Management (Prosci, or equivalent), and Credentialed Evaluator (CE) are considered assets.
- Equivalent combinations of experience and education may be considered.
Hours of Work
- We offer a compressed bi-weekly work schedule of 72 hours, Monday - Friday, 8:00 – 5:00, with a biweekly regular day off (RDO).
- Benefit from flexible work hours by adjusting your start and end times by 30 or 60 minutes around our core hours of 8 a.m. to 5 p.m.
Compensation
- The salary ranges from $86,055.32 - $105,914.90 per year, including a comprehensive benefits package with a flexible spending account, pension plan, and accrued paid vacation starting at 3 weeks per year.

- Candidates not meeting the full qualifications may be considered for a development opportunity at a lower classification and salary.

- This position is part of a Hybrid Remote Work arrangement. While the primary work location is designated remote, the incumbent is expected to attend and facilitate frequent in-person sessions at various City of St. Albert facilities.
