POSITION OVERVIEW

Reporting to the Director of Finance, the Finance Manager provides leadership and operational support to the Finance Department. The role supports day-to-day taxes, utilities, accounts receivable, accounts payable, animal licensing, business licensing, monthly financial reporting and variance analysis to budgeting, assistance with year-end reconciliations and leadsheet preparations. The Finance Manager supervises the Finance Clerk and two Administrative Clerks while fostering a collaborative and customer-focused environment.

Management/Administration

Functional Responsibilities

  • Assist with coordinating the annual budget process.
  • Prepare monthly financial statements and variance reports.
  • Coordinate year-end working papers and annual audit preparation.
  • Liaise with external auditors.
  • Assist with the Tangible Capital Asset maintenance and reconciliation.
  • Administer the Town's insurance program, including renewals, claims and policy administration.
  • Monitor general ledger activity and ensure financial records remain accurate.
  • Assist with grant reporting and regulatory financial reporting.
  • Supervise the Finance Clerk and two Administrative Clerks, including training and performance management.
  • Provide oversight and backup support for payroll processes completed by the Finance Clerks.
  • Assist with cash flow monitoring, banking and investments.
  • Act on behalf of the Director of Finance during approved absences, where delegated.
  • Perform other duties as assigned.

     

Qualifications

  • Degree or diploma in Accounting, Finance, Business Administration or a related discipline is preferred.
  • CPA designation or active enrollment in the CPA Professional Education Program is considered an asset.
  • Minimum of five (5) years of progressively responsible accounting or finance experience.
  • Municipal finance experience is strongly preferred.
  • Previous supervisory or leadership experience is considered an asset.
  • Knowledge of the Municipal Government Act, Public Sector Accounting Standards (PSAS), municipal budgeting and financial reporting.
  • Experience with Microsoft Dynamics GP (Diamond) or similar ERP software is preferred.
  • Experience with Questica budgeting software is preferred
  • Advanced proficiency with Microsoft Office Suite, with strong Excel skills required.
  • An equivalent combination of education, training, professional certifications and directly related experience will be considered. Candidates who have demonstrated progressively responsible municipal finance experience but do not possess a formal degree or professional accounting designation are encouraged to apply.

Salary Range: $99,391 - $115,222.
