Electrical Safety Codes Officer I

Position Summary:

As a member of the Community Growth and Infrastructure team, the Safety Codes Officer provides technical support regarding safety codes and applications in support of the City’s overall operations and development. This includes, but is not limited to, inspect residential, commercial and industrial structures for Canadian Electrical Code compliance and enforce Safety Codes Act and all related Electrical Codes and Regulations

Key Accountabilities:

• Provide technical guidance within the bounds of professional standards.

• Represent the Safety Codes team and act as a model of the desired values, attitudes, skills and behaviors that contribute to a safe, ethical work environment and healthy team functioning.

• Ensure a safe and healthy work environment for staff, visitors, the community and stakeholders, e.g., participate in workplace safety initiatives, participate in formal and informal worksite safety and environment inspections and audits, ensure compliance and accountability with the City’s Health and Safety Management System.

• Responsible for using confidential information appropriately and maintaining the confidentiality and security of all information related to the city.

• Provide technical inspection and municipal expertise and advice in the implementation, monitoring, and continuous improvement of own functional area:

  • Review of Electrical Construction drawings for multi-family, commercial, institutional and industrial construction, e.g., assist architects, engineers, contractors and/or building owners regarding infractions; ensure infractions are corrected; approve revised electrical construction drawings to ensure conformance; respond to questions and provide information; review changes to Regulations, materials and technology

  • Inspect residential, commercial and industrial buildings and structures in reference to Electrical Code Regulations, e.g., inspect buildings during the course of construction, alteration or repair to determine conformity with approved plans, requirements of the Electrical Code and related Regulations; ensures adherence to the City’s Quality Management Plan (QMP); maintain records and prepare reports of inspections covering items such as the type and extent of the deficiencies, actions taken, and recommendations made for further actions; perform follow-up inspections to ensure that infractions have been rectified; inspect buildings after completion of construction in regards to Electrical Code Regulations.

  • Enforce Safety Codes Act and all related Electrical Code and Regulations, e.g., projects requiring Electrical Permits for new construction; prepare orders and variances under the Safety Codes Act, gather evidence and prepare files for legal matters, attend appeal hearing of Safety Codes Council, appear at court cases and give evidence as required.

• Participate in the assessment of the current and future needs of the Safety Codes team, gathering input and feedback.

• Participate as a member of the Chestermere Emergency Response team in preparing and enabling the community to respond in the event of a local disaster or regional disaster.

• Any other Safety Codes-related activities as required.

Required education and experience:

• Completion of Grade 12 or GED.

• One of the following, as identified by the Safety Codes Council:

  • A journeyperson electrician certification recognized in Alberta and six years of relevant work experience after receiving that certificate;  

  • An electrical engineering technologist diploma recognized in Canada and eight years of relevant work experience after receiving that diploma; or

  • An electrical engineering degree recognized in Canada and eight years of relevant experience after receiving that degree.

  • Completed Electrical Safety Codes Officer Certification with the Safety Codes Council.
• Note: The relevant work experience must include on-site field work related to wiring methods and installations.

Required certifications and/or documentation

• Safety Codes Council certification and registered as a Safety Codes Officer.

• Valid Class 5 Alberta Driver’s License and a Driver’s Abstract deemed satisfactory by the city.

• Criminal Record Check deemed satisfactory by the city.

Expected skills and attributes

• Thorough knowledge of Canadian Electrical Code and related legislation as well as the ability to make technical judgments to correct infractions of the Canadian Electrical Code.

• Comprehensive knowledge of governance issues, e.g., policy interpretation.

• Communication skills with the ability to communicate effectively in written and oral form, e.g., maintain ongoing communication to anticipate and prevent potential problems, develop and maintain positive and effective working relationships with staff, the public and other stakeholders.

• Ability to act as an advocate, balancing the needs of staff and stakeholders with the needs of the city.

• Strong work ethic and highly motivated, e.g., ability to work in a fast-paced environment and respond to action requests and competing deadlines in a timely matter.

• Proficiency with MS Office, e.g., Word, Excel, PowerPoint, and Outlook.

Preferred skills and attributes

• Previous work experience as a Safety Codes Officer is preferred.

Working Conditions:

• Regular time required outside of the office to perform job duties, with occasional normal office conditions, including front desk support.

• Regularly interacting with the public.

• Regular travel throughout the neighbouring urban and rural areas.

• Occasional travel throughout the region, sometimes in inclement weather, and in construction situations to perform inspections.

Compensation: Pay Grade will be determined by position placement.

Pay: $48.10/hr, after 3 months probation the rate will be $49.94. Pay Grade will be determined by position placement.
