NOW THEREFORE BE IT RESOLVED THAT the Alberta Urban Municipalities Association (AUMA) lobby the Provincial Government to address the inequitable operating costs of the Seniors Lodge Programing, maintaining a minimum of 50% provincial support.

FURTHER BE IT RESOLVED THAT the AUMA, in partnership with Alberta Senior Citizens’ Housing Association (ASCHA), lobby the provincial government to complete modernization of the senior citizen’s lodge program which will result in market-relevant facilities and long term decreases in operating and capital costs, resulting in decreased requisitions.

Whereas Clauses

WHEREAS the Provincial Lodge program has been in operation since the 1950s, and there are approximately 149 Senior Citizens’ Lodges operated throughout the Province, which are legislated under the Alberta Housing Act;

WHEREAS in 1994, the lodge program funding changed from a 50/50 cost-shared deficit with the municipalities and the province to a capped lodge assistance grant, with the municipalities responsible for the remaining deficit, thereby increasing municipal risk exposure and financial responsibility; 

WHEREAS in 2008-2010 Alberta Infrastructure conducted building assessments on lodge program facilities and concluded that the costs to maintain the facilities in their existing condition represented an increased financial burden, and the province also determined the cost to modernize the lodge program facilities but did not provide the financial resources to complete the project;

WHEREAS there are no provisions to modernize the lodge program facilities which are often in excess of 30 years of age and are not barrier-free;

WHEREAS the lodge assistance program grant does not contain any provisions to address inflation, aging infrastructure, marketability and increasing operational costs (utilities, insurance, salaries and benefits, etc.); and

WHEREAS the only recourse after rent to cover these increasing costs is to place the burden of funding on municipalities since the provincial funding is capped.

Government Response


Municipal Affairs - October 31, 2012
2011 consultations with lodge operators highlighted key issues with aging infrastructure and funding. Municipal Affairs is developing a renovation and modernization plan and will work with AUMA, AAMDC, and the Alberta Senior Citizens’ Housing Association to review operational funding for lodges.   As well, the ministry will address any issues related to the transfer of the Seniors Lodge Program to Municipal Affairs and will work in partnership with Health in order to assist with the Continuing Care Strategy.

Note: AUMA wrote to the Minister on November 8 and indicated we would be pleased to participate in the lodge funding working group. As well, AUMA requested information on the governance model and operating program.
Municipal Affairs - December 3, 2012

The ministry provided information on the Housing Management Body, outlined the operating program for lodges, and explained that a facility condition assessment is currently under review with an expected completion of summer 2014. As well, the ministry invited AUMA to appoint up to two representatives to the lodge working group.
