Update from the legislature - October 29, 2025

Speech from the throne

The Second Session of the Thirty-first Legislature convened on October 23, 2025 with a Speech From the throne. The nearly four-thousand-word speech was read by Lieutenant Governor Salma Lakhani and had seven themes: 

  • Federal and U.S. relations
  • Economy and budget
  • Immigration and infrastructure
  • Education
  • Health care
  • Justice and public safety
  • Sovereignty 

Under these themes, the speech referenced several issues of particular interest to municipalities, including commitments to: 

  • Holding government spending increases to below inflation, plus population growth
  • Expanding major highways and road networks across Alberta
  • Developing a provincial passenger rail strategy and expand LRT systems
  • Investing in municipal infrastructure
  • Increasing funding for police and prioritizing victim-focused justice 

The speech specifically recognized that “our province cannot afford waiting to make the investments in infrastructure that are needed to catch up with the growth that has already occurred.” ABmunis continues to constructively engage with the Government of Alberta to advocate for progress on this commitment in the lead up to Budget 2026 

Bill 1

The final theme forms the basis for Bill 1, the International Agreements Act, which if passed, will codify into law that all areas of international agreements that touch on provincial jurisdiction must be debated and passed into law in Alberta to take effect. The present statute, the International Trade and Investment Agreements Act, only applies this principle to trade and investment agreements that touch on provincial jurisdiction.
