Growth, fairness & OSLs

Alberta Municipalities is seeking member feedback on a draft submission to Municipal Affairs on Off-Site Levies (OSL), following the latest phase of the provincial Enabling Growth and Housing Affordability engagement.  

This process, which began in February 2025, originally aimed to bring large and mid-sized communities and BILD Alberta together to explore ways to streamline the development permitting process. The most recent round of engagement focused more specifically on OSLs, prompting a deeper conversation about how Alberta’s current framework supports growth and where improvements can be made. 

ABmunis administration has developed an initial draft submission for Municipal Affairs on OSL, and we’re seeking member feedback to ensure our messaging reflects the realities and priorities of municipalities across the province. Our draft submission highlights the success of Alberta’s current OSL framework in supporting housing growth, noting that local collaboration with the development community\remains the best way to address challenges. 

We believe legislative changes risk adding unnecessary complexity and cost, while improvements can come through clearer communication and the sharing of best practices. These messages will also inform our future advocacy efforts with the provincial and federal governments.
