Athbasca County is seeking a dedicated individual to oversee the administration of the organization’s Health & Safety Management System including risk prevention. Reporting to the Human Resources Manager, this role is responsible for ensuring compliance with occupational health and safety legislation, advancing risk management strategies, and fostering a strong culture of workplace safety across all departments. In addition to managing workplace safety initiatives, this position will oversee risk mitigation strategies, insurance compliance, and workplace incident investigations to protect both employees and County assets.

 

RESPONSIBILITIES

  • Promote and foster a proactive and positive safety culture across the organization.
  • Administer, implement, and maintain the County’s Health & Safety Management System in compliance with applicable legislation.
  • Adhere to risk management principles.
  • Monitor compliance with OHS legislation and standards, recommending policies, directives, and procedures for continuous improvement.
  • Organize and facilitate annual internal and external audits to maintain COR certification.
  • Coordinate and deliver employee orientations, safety training, and re-certification programs.
  • Oversee contractor safety orientations and ensure compliance with County requirements.
  • Track, analyze, and report on incidents and near-miss data, identifying trends and implementing effective response plans.
  • Provide leadership and technical expertise to the Joint Health & Safety Committee.
  • Coordinate workplace inspections in accordance with legislation and the Health & Safety Management System.
  • Lead and support incident investigations, including root cause analysis and corrective action planning.
  • Stay current on regulatory changes, industry standards, and emerging risks, recommending proactive strategies to mitigate impacts.
  • Support fleet safety initiatives, including National Safety Code (NSC) compliance.
  • Utilize digital safety tracking systems and risk assessment tools to support reporting, analysis, and compliance.
  • Oversee the County’s insurance policies including additional named insured groups.
  • Manage day-to-day insurance claims, additions to and deletions from the insurance policies.
  • Prepare and submit annual renewal forms.
  • Annual invoicing to additional named insured groups and organizations.
  • Other duties as assigned.

     

QUALIFICATIONS & SKILLS

  • Post-secondary education in Occupational Health, Safety, and Environment or a related discipline.
  • Minimum 3–5 years of progressive health and safety experience, preferably within a municipal or comparable setting.
  • In-depth knowledge of OHS legislation, compliance strategies, and risk management principles, with ability to interpret and apply evolving regulations.
  • Thorough understanding of PIR/COR program requirements, audits, and contractor safety management.
  • Experience with WCB legislation, injury reporting, and disability claim management.
  • Professional certifications/designations such as NCSO, AMHSA Health & Safety Auditor, CRM, or equivalent are considered strong assets.
  • Valid Standard First Aid with CPR and WHMIS/TDG certifications.
  • Strong analytical and organizational skills, including reporting, data analysis, and budget management.
  • Excellent interpersonal, negotiation, and communication skills with ability to coach and mentor staff at all levels.
  • Proficiency in digital safety tracking systems, risk assessment tools, and general computer applications.
  • Valid Class 5 driver’s license.
  • Ability to provide a clear criminal record check.
