Position Summary:

As a member of the infrastructure team, the Growth and Development Coordinator provides technical expertise of engineering functions in support of the City’s overall operations and development. This includes but is not limited to: coordinating communication with the development community, monitoring infrastructure levies, and reviewing development and permit applications for new and existing developments, as well as engineering drawings and associated technical reports.

 

Key Accountabilities:

  • Coordinates development and infrastructure agreements and fees schedule within the city including but not limited to:

    • Assisting Off Site Levies

    • Front- Ended projects

    • Endeavor to assist programs

    • Additional infrastructure levies

    • Development Agreement projects

  • Coordinates and assist with building Development Agreements and being the liaison between the city and development community with communication on new subdivisions.

  • Provides technical expertise and advice in the implementation and continuous improvement of:

    • Reviewing development and permit applications for new and existing developments: collaborates with City Planners to review Area Structure Plans, Outline Plans and Subdivision applications.

    • Reviewing engineering drawings and associated technical reports: reviews designs and Development Permit applications with Infrastructure team and external stakeholders including consultants, utility owners and operators; ensures design standards are achieved and development adheres to the City’s master planning and servicing; reviews construction drawings, stormwater management, geotechnical and environmental impact reports, stripping and grading Development Permits and provides engineering review comments; coordinates the City’s field inspections including CCC/FAC of municipal improvement for compliance with approved design; works with Planning and Development staff and Peace Officers on enforcement issues.

Main Accountabilities:

  • Participates in the building of cohesive interdependent teams that work to achieve departmental objectives and in collaboration with other departments; provides opportunities for team members to know of and value each other’s expertise and skills.

  • Acts as a model of the desire values, attitudes, skills and behaviours that contribute to a safe, ethical work environment.

  • Provides technical advice within the bounds of professional standards.

  • Networks and facilitates partnerships with local, regional, provincial and federal subject matter experts and service providers, peers in other municipalities, consultants, developers, etc.

  • Participates in the assessment of the current and future needs of the Civil Engineering team, gathering input and feedback, utilizing evaluation tools, analyzing and reporting statistical and evaluative data.

  • Provides technical support to the Infrastructure Team Lead on sensitive issues.

  • Appropriate and responsible use of confidential information; maintains confidentiality and security of all information related to the City.

  • Ensures a safe and healthy work environment for staff, visitors, the community and stakeholders, e.g., participates in workplace safety initiatives, participate in formal and informal worksite safety and environment inspections and audits, ensures compliance with the City’s Health and Safety Management System, reports and assists in the analysis of near misses or incidents.

  • Participates as a member of the Chestermere Emergency Response team in preparing and enabling the community to respond in the event of a local or regional disaster.

Required Education and Experience:

  • Diploma or Bachelor’s Degree in Civil Engineering Technology, or related discipline.

  • 5years of progressively experience within a civil construction environment directly related to land development, municipal engineering, project coordination and contract administration.

  • Previous experience in a municipal environment.

     

Required Certifications and/or Documentation:

  • Completion/maintenance of C.E.T. / E.I.T. designation.

  • Working toward / maintenance of membership/certification with an Alberta professional engineering association (e.g., ASET, APEGA).

  • Valid Class 5 Alberta Driver’s License and Drive’s Abstract deemed satisfactory by the city.

  • Criminal Record Check deemed satisfactory by the city.

     

Expected Skills and Attributes:

  • Good understanding of municipal business relationships with consultants and contractors with a focus on contract law, project coordination and contract administration.

  • Analytical and creative thinking skills; ability to solve problems, make decisions, negotiate and deal effectively with people in difficult situations.

  • Communication skills, both written and verbal; ability to maintain ongoing communication to anticipate and prevent potential problems, develop and maintain positive and effective working relationships with staff, the public and other stakeholders.

  • Strong work ethic and highly motivated; ability to work in a fast-paced environment and respond to action requests and competing deadlines in a timely matter.

  • Proficiency with MS Office (Word, Excel, PowerPoint and Outlook).

  • Working knowledge of AutoCAD, drafting principles and design standards.

 

Working Conditions:

  • Normal office conditions; long periods of sitting, reading and concentration.

  • May be required to work outside normal working hours.

  • Occasional travel throughout the region in order to conduct site inspections, often outdoors.
