General Accountability:

The Emergency Services Manager is the head of the Emergency Services Department, which includes the Fire Service, Municipal Enforcement Services and Emergency Management. The Emergency Services Manager is a subject matter expert on the delivery of emergency services within the M.D. This position is responsible for providing overall leadership in all aspects of emergency services, and has the responsibility for strategy development, administration and operations. This role is the designated Director of Emergency Management for the M.D. of Willow Creek, the M.D. of Ranchland and the Town of Stavely and is the designated Fire Chief for both municipalities.

The Emergency Services Manager is also the Manager of Municipal Enforcement Services for the M.D. of Willow Creek and the contracted communities of Ranchland and Stavely. It is also the designated Liaison Officer for local law enforcement agencies (i.e., RCMP, Fish and Wildlife and Sheriffs), as well as Agriculture and Forestry (Alberta Wildfire) and Alberta Health Services.  

Essential Duties and Responsibilities:

To perform this job successfully, the individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or abilities required.

  • Report to and carry out the directions of the CAO;

  • Provide leadership and supervision to the Emergency Services team, including the Deputy Fire Chief of Operations, Deputy Fire Chief of Community Safety, Intermunicipal Emergency Services Departments, Community Peace Officers and the Emergency Services Assistant;

  • Responsible for the performance management, career development, recognition and disciplinary actions of the Emergency Services team as required;

  • Encourage professional development and networking opportunities for all senior employees, as well as promoting a culture of excellence amongst the Emergency Services team;

  • Prepare and administer the annual Operating and Capital Budgets for all departments under the umbrella of Emergency Services;

  • Act in the capacity of the Emergency Services Coordinator as defined in the Intermunicipal Emergency Services Agreement;

  • Responsible for developing Emergency Services strategy, as well as administrative and operational practices and standards;

  • Responsible for ensuring that the Emergency Services departments remain current with industry best practices;

  • Collaborate and communicate with the CAO and other department Managers throughout the organization in order to ensure the seamless delivery of high-quality services and support by all M.D. departments;

  • Develop and maintain shared services agreements, as well as internal and external service contracts with neighboring municipalities, the RCMP and other emergency services related agencies;

  • Provide educational programs (fire and public safety) for the residents of the municipality, as well as the contracted towns, through workshops, in-service training and/or public engagement;

  • Respond in the position of Incident Commander to emergency events within the M.D. of Willow Creek, and provide support and assistance as required to intermunicipal emergency services departments to ensure quality service provision;

  • Fill the roles of Incident Commander, ICS Instructor, Inspections and Investigations Officer, Incident Command Post trainer, Director of Emergency Management and Alberta Emergency Alert authorized user;

  • Perform the duties of Fire Investigator and Fire Safety Codes Officer in accordance with the requirements outlined within the M.D. of Willow Creek Quality Management Plan for the Fire Discipline;

  • Develop, review and maintain Municipal Emergency Management Plans and Intermunicipal Emergency Management Plans, where applicable;

  • Supervise the enforcement of Municipal Bylaws, and Provincial Statutes as authorized by the governing CPO Program under the authority of the Solicitor General;

  • Investigate complaints, accidents and disputes in order to take appropriate action to render assistance and enforce the laws within the Community Peace Officer’s jurisdiction;

  • Prepare incident reports, timesheets, travel logs, administrative reports, monthly reports and any other documents required by the Chief Administrative Officer or his/her designate;

  • Perform duties that may be assigned by the Chief Administrative Officer, or his/her designate, that may affect the safety and protection of the public with regard to the M.D. of Willow Creek Peace Officer Program;

  • Work cooperatively and collaboratively with external government agencies and M.D. legal counsel on matters relating to emergency services, when necessary;

  • May be required to attend Council meetings as requested by the CAO, to address issues related to various areas of Emergency Services responsibility;

  • Perform other duties as assigned from time to time.

Supervisory Responsibilities:

  • Responsible for the supervision of:

  • Deputy Fire Chief of Operations;

  • Deputy Fire Chief of Community Safety;

  • Community Peace Officers; and,

  • Emergency Services Assistant.

Qualifications, Education and Experience:

  • 10+ years working in an Emergency Services leadership role, combined with extensive front-line experience in either law enforcement, fire service or emergency management;

  • Minimum 5 years of supervisory experience is required;

  • Substantial experience drafting Policies, Standard Operating Guidelines and Bylaws is required;

  • Extensive investigative experience, excellent working knowledge of the court system, including how to interpret and apply appropriate legislation is required;

  • ICS 100, 200, 300 (required) and ICS 400 (preferred);

  • Maintain all accreditations including, but not limited to, the following:
    • First Aid and CPR training certification;
    • NFPA Firefighter 1001 Level 2;
    • NFPA 1002 Level 2 Fire Apparatus Driver/Operator;
    • NFPA 1021 Level 2 Fire Officer;
    • NFPA 1041 Level 2 Fire Service Instructor;
    • NFPA 1051 Wildland Firefighter;
    • Fire Safety Code Training: Safety Code B2 Group C Level 2;
  • Valid Class 3 Alberta Driver’s Licence with ‘Q’ (Air Brake) endorsement;

  • Must have or be able to pass an RCMP Enhanced Reliability Security Clearance

Skills Required:

  • Exemplary communication skills, both oral and written;

  • Exceptional leadership, conflict management and coaching skills are required;

  • Above average analytical and decision-making abilities are required, along with maintaining strong public relations.

Physical Demands:

  • Must be able to work shift work, be on call when necessary and work extended hours, if required, during emergencies;

  • Must be able to work in and outdoors, in all weather conditions;

  • Remain physically fit and capable to perform firefighting;
  • Must reside or be willing to relocate within the Municipal District of Willow Creek.
