GENERAL ACCOUNTABILITIES

The role of the Public Works Manager is to coordinate and supervise Public Works department in the repair and maintenance of municipal infrastructure, including but not limited to the areas of roadways, sidewalks, parks, cemetery, and sewer/storm systems. Additionally, this position will be responsible for the overall care and maintenance of existing outdoor green spaces, outdoor rinks, and trails.

This position will work closely with the Community Services and Recreation departments in ensuring outdoor programing in the community is an overall success. This position will also work closely with other departments in the decision and implementation of additional green space creation.

In addition to those duties, the Public Works Manager in efforts to provide excellent customer service to the Town of Drayton Valley should anticipate municipal needs in the short, medium and long term and plan, budget and supervise activities in a timely and efficient manner.

The Public Works Manager is to lead by example by adhering to and enforcing all responsibilities as outlined in the current Towns’ Policy and Procedures.

This position is an advocate for safety and directs the team as a proactive safety leader. The Manager ensures that all Health & Safety policies, work procedures, rules and relevant directives are followed by all staff and safety is top of mind in all operations.

The Public Works Manager is responsible for the leadership and coordination of all public works and parks staff.

The Public Works Manager demonstrates strong, visible leadership and fosters a respectful, collaborative relationship with unionized staff, approaching labour relations matters and the administration of the collective agreement with fairness, consistency, and a solutions-focused attitude.

REPORTING RELATIONSHIPS

This position reports to: General Manager of Infrastructure → Chief Administrative Officer

 

DUTIES & ESSENTIAL JOB FUNCTIONS

  • Provides leadership, supervision, direction and detailed project management and planning of Town of Drayton Valley’s outdoor initiatives and projects for public works, parks and outdoor recreation functions.
  • Directly responsible for project management, project planning and project direction including resource allocation, project timelines, priorities, and scheduling activities related to public works, and parks operations.
  • Prepares, drafts, reviews, and makes recommendations on annual budget, operating plans.
  • Liaise and coordinate the department with other Town departments on various projects and programs.
  • Through performance management and annual performance review process provides leadership, direction and guidance to the Operations field staff.
  • Directs and supervises the staff and resources required to carry out the maintenance and development requirements for Town infrastructure, trails, structures, and facilities. Responsible for recognizing and delivering performance management practices as required.
  • Develops standards and best practices for public works and parks operations.
  • Provides project reports, presentations, briefing notes and project summaries as required including RFDs.
  • Manages and updates public works and park assets utilizing the asset management program.
  • Plans, organizes, prioritizes, and assigns duties to ensure projects and maintenance activities for parks and outdoor recreation are completed on time and to a high standard.
  • To meet the demands of a broad range of programs and services assemble all necessary resources for the delivery of service. This includes hiring and supervising trades or contractors as required.

  • Maintains accurate records related to work activities and operations.
  • Ensure the development and implementation of an effective municipal maintenance management system including the development of methods, standards, scheduling techniques and reporting systems for Town assets relevant to public works.

  • Responsible for fleet management, including but not limited to motorized mobile equipment, light-duty trucks, and heavy equipment from all facilities. This includes maintenance of and recommendations for purchase and replacement.

  • Provides excellent customer service in addressing inquiries from other Town departments, consultants and the public.

  • Aid in the preparation of projects for tender as required.

  • Act as on-site manager for capital projects and provide progress reports to the department head.

  • Develop procedures and implement approved department policies.

  • Keep up to date on knowledge of all regulatory requirements as pertaining to public works.

  • Determine the availability of grants and other forms of funding to support capital projects.

  • Ensure required testing and reporting asrequired by local, provincial, and federal governing bodies is completed.

  • Assist with the development and implementation of the public works and parks service plan, annual budget, annual report, specific to assigned responsibilities; assist in the development of operational objectives and long-range plans.
  • Oversees budget expenditures for the department and ensures expenditures are appropriate and within established limits.
  • Provide innovative solutions to streamline processes and create efficiencies in the department.

  • Ensure all employees in the department comply with provincial and municipal safety regulations.

  • Sets the example of a safety-first culture by demonstrating a positive and safe work environment. Work with the safety department on enhancing and implementing a department specific safety program.

  • Ensures all safety documents are completed, read, approved, and forwarded to safety in a timely and accurate manner.

  • Ensures the team receives and participates in training and development programs. Including work specific competencies, mentorship and development programs, and safety.

  • Provides leadership and mentorship to the team by setting the team up for future success.

  • Makes recommendations on an annual basis for seasonal staffing requirements for budget.

  • Assess and recommend staffing levels and requirements. Hire, train supervise, and release staff in accordance with personnel policies and the collective agreement.

  • Review and approve timesheets (including overtime assignments), accounts receivables, and all invoicing related to the department and its capital and operational projects.

  • Advises senior leadership and Town Council on departmental items along with attending senior management and council meetings as required.

DECISION MAKING ROLE

This position will work closely with the General Manager to make recommendations for amendments and inclusions to the annual budget. The position will have sole responsibility in adhering to the Public Works Department budget.

The Public Works manager is responsible for ensuring staff levels are adequate for maintaining service levels and fulfilling operational needs. This includes hiring, day-to-day and dismissal decisions.

This position will be responsible for design, contract tendering and contract administrating. The Public Works Manager will hire various trades and contractors as required.

QUALIFICATIONS AND EXPERIENCE

  • Post secondary education in a related field and or combination of relevant experience will be considered.

  • A minimum 3 years experience in Municipal or Management Operations

  • A minimum 3 years experience managing employees within a unionized environment

  • Certified Public Works Supervisor Level I or II – or willingness to work towards.

  • Advanced knowledge of regulations and legislation including collective agreements; Federal, Provincial and Municipal environmental legislation.
  • Intermediate Computer Skills is an asset.

  • Experience with both a work order and asset management system would also be an asset.

  • Excellent knowledge of heavy equipment and machinery and willingness to work towards fleet management certification.

  • Knowledge of GPS and map interpretation; Four-wheel drive vehicles and small engine equipment; Application and limitations of heavy equipment.
  • Demonstrated strong organizational, time management, coordinating and prioritization skills, with the ability to handle many tasks concurrently.

  • Demonstrated superior attention to detail.

  • Alberta Pesticide Applicator Certificate or willingness to obtain
  • Extensive experience related to Public Works’ operations including health and safety, fleet and equipment planning and management, signs, emergency response and building and grounds maintenance.
  • Ability to solve operational issues, set priorities and organize a diverse and heavy workload.
  • Ability to establish and maintain effective and harmonious working relationships with others.
  • Demonstrated strong leadership qualities, including the ability to motivate, coach, and hold staff accountable while building trust across the team.
  • Positive, respectful, and solutions-focused attitude and approach when working with unionized employees, with sound judgment in administering the collective agreement.
  • Confident decision-maker who exercises sound judgment and appropriately delegates responsibility to staff.

  • Previous experience in strategic planning, program design, program evaluation, and implementation.
  • Experience in financial planning, developing proposals and grant applications.
  • Emergency Management training, Basic Emergency Management to ICS 300.
  • Valid driver’s license.
