Job Description

Want to own the capital program? The Town of Diamond Valley — Alberta’s newest town, formed by amalgamation in 2023 — is hiring a Project Manager to turn a finished Infrastructure Master Plan into a 5-year capital plan, and then run the work.

You report to the Director of Corporate Services and work closely with the CAO and Council. The Infrastructure Master Plan is done. What is missing is an owner: the plan, the projects, the contractors, and the procurement that gets them built. For someone with project experience who wants a wider municipal platform, this is a rare opening.

What you’ll do

  • Build and execute the capital program from the recently completed Infrastructure Master Plan, with clear priorities, phasing, and funding assumptions Council can use.
  • Own capital projects from scope to close-out: schedule, budget, risk, and the decisions that keep a job moving.
  • Run RFPs, tenders, bids, and awards. Write clear documents, keep evaluations clean, and bring awards forward on time.
  • Manage contractors. Be the person who knows where every active project stands.
  • Brief the Director of Corporate Services, the CAO, and Council early — status, cost, and the call that needs to be made. No surprises.
  • Line projects up with Operations, Utilities, and Planning so capital work fits the capital budget, the long-term IMP, and day-to-day service needs.

Who we want

You have hands-on experience with municipal, utilities, or public-sector capital projects, including consultants, contractors, and competitive procurement. You hold a PMP, or you are working toward one. We may consider a mix of equivalent experience, education and training. You can hold a schedule and a budget, write a clean RFP, and credibly brief Council without the fluff. A strong delivery record matters more than a long list of job titles. This is a step up for someone ready to run a capital program, not just a file.

What we offer

  • True 4-day work week (Mon–Thu, 36.5 hours) — long weekends every week.
  • $106,080 - $116,280 + strong benefits, including a 9.3% employer / 3% employee RRSP contribution.
  • 4 weeks vacation, plus 1 flex day per month in lieu of evening Council Meetings and occasional non-business hour work.
  • Ownership of the capital plan and the project list, with a direct line to the Director of Corporate Services, the CAO, and Council, in a post-amalgamation town still writing its next chapter.
  • Beautiful 30-minute drive to Calgary and only 15 minutes down the road to Okotoks.
Application Return

If you want to own a municipal capital program and build the 5-year plan the Town will follow — and you like long weekends every week — send your resume and a short cover letter to [email protected]. Tell us about a project or procurement you took from RFP to completion, and where you are with the PMP. Posting closes November 6, 2026.
