Strathcona County is seeking a Supervisor, Water Distribution to provide leadership and operational oversight for the County’s water distribution systems. This role is responsible for executing operational and maintenance programs, supervising front‑line staff, responding to customer and system issues, and ensuring compliance with all applicable legislation, codes of practice, and safety requirements.

This position plays a key leadership role in supporting reliable water services for residents and businesses while contributing to departmental and corporate goals through collaboration, sound decision‑making, and strong people leadership.

Key Responsibilities:

  • Respond to and resolve resident concerns professionally by de‑escalating tense situations, addressing issues effectively, and ensuring customer satisfaction through timely follow‑up and communication
  • Plan, execute, and oversee water distribution operational and maintenance programs (including valves, hydrants, flushing, inspections, and minor asset repairs), ensuring accurate system records, effective contract management, and full compliance with Provincial Codes of Practice, operating guidelines, and OH&S requirements
  • Provide leadership and oversight of water distribution operations by managing programs, staff, budgets, customer and stakeholder issues, and emergency response activities, while ensuring regulatory compliance, operational efficiency, and high‑quality service delivery
  • Participate in on‑call rotations, emergency response, and incident command/EOC activities, while providing guidance and training related to emergency management and system response.
  • Develop and monitor operational budgets, manage tools, equipment, vehicles, and inventory, and review and justify resource and equipment requests to support effective service delivery

Qualifications and Skills:

  • Alberta Environment Certification in Water Distribution (Level III or higher)
  • Alberta Environment Certification in Wastewater Treatment (Level I)
  • Alberta Environment Certification in Wastewater Collection (Level III or higher) would be considered an asset
  • Certified Engineering Technologist (C.E.T.) designation considered an asset
  • Minimum 7 years of related work experience
  • Demonstrated experience supervising staff in a unionized environment
  • Strong working knowledge of water distribution systems, pumping and piping principles, and applicable bylaws and standards
  • Solid understanding of OH&S legislation, Codes of Practice, and emergency response procedures
  • Comprehensive knowledge of Strathcona County water and wastewater regulatory bylaws and stormwater management Best Management Practices (BMPs)
  • Experience with asset management systems, budgeting, and contract administration desirable
  • Demonstrated strong leadership, coaching, and performance management skills
  • Demonstrates excellent interpersonal, communications, and conflict resolution skills by communicating clearly and respectfully, de-escalating challenging situations, and fostering positive relationships, while consistently maintaining a professional and positive image for Strathcona County in interactions with employees, partners, contractors, and the public
  • Proven ability to manage multiple priorities and respond effectively in high‑pressure or emergent situations
  • Sound judgement and problem‑solving skills in complex operational environments

Conditions of Employment:

  • Submission of a Satisfactory Criminal Record Check
  • Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
