Reporting to the Director of Corporate Services, the Records & Access to Information (ATI) Coordinator will lead and oversee an effective, efficient, and compliant Records and ATI program (Access to Information replaces part of the  Freedom of Information and Protection of Privacy Act) for Athabasca County through the implementation and maintenance of document and electronic management systems that meet corporate and legislative standards.

RESPONSIBILITIES

  • Develop and implement records management standards, strategies, policies and procedures in consultation with the Director of Corporate Services.
  • Lead the planning and execution and development of a digitization strategy, ensuring efficient transition of existing records to digital format.
  • Provide direction, training and support to staff to ensure a unified approach to records management and Access to Information Act (ATIA) compliance.
  • Coordinate and guide the successful implementation and maintenance of existing records management systems (Laserfiche).
  • Provide direction and support to the various departments to ensure compliance to meet corporate and legislative requirements related to records management, information, and privacy best practices.
  • Coordinate, organize, and track the destruction and removal of records from all departments to comply with all required statutes and internal requirements.
  • Assume care, custody, and control of all designated records storage areas. Ensure that records storage space is allocated and maintained appropriately and that records management issues are addressed proactively.
  • Respond to formal and informal requests as required regarding access to information under the ATIA, determine which departments are to participate in the response and process requests for information in accordance with current legislation.
  • Coordinate searches for information, monitor and track requests, collect fees and oversee on-site review of ATIA related requests.
  • Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, businesses and residents of Athabasca County.
  • Maintain knowledge and understanding of the changing information needs of the organization, keep up to date with legislation, industry standards, trends, and best practices, and adapt to policies, programs, and resources accordingly.
  • Administrator for Electronic Filing System. Maintains and tracks users license, provides credentials for users as well as provides setup for scanning devices for Electronic Scanning into system. Creates templates and template fields for search functions and reporting.
  • Other duties as required.

QUALIFICATIONS & SKILLS

  • Post-secondary education in Records Management, Public Administration, or related area with a minimum of 2 years experience, preferably in a municipal setting.
  • Previous experience/training relating to Access to Information.
  • Strong analytical, research, interpretation, and problem-solving skills.
  • Excellent organizational, planning and time management skills.
  • Client focused with the ability to exercise tact, diplomacy, flexibility, and sound judgement in relations with employees, management, and the public.
  • Proven ability to exercise discretion and sound judgement in handling confidential information.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Previous experience with Laserfiche records management software a strong asset.
  • Equivalencies of education and experience may be considered.
