Chief Financial Officer
The Opportunity:
The City is seeking a highly motivated individual to fill the permanent full-time role of Chief Financial Officer (CFO) who, as a key member of the leadership team, plays a crucial role in leading and advising on strategic financial objectives which align with enterprise goals and financial sustainability of The City. Positioned within Corporate Performance and Supports, the CFO collaborates with other leaders to monitor and report on effective and sustainable municipal service delivery.

Key Accountabilities:
As a financial expert and strategic thinker, the CFO assesses risks, applies foresight, and ensures outcomes within standards and regulations. They recommend financial strategies and policies to the Executive Director, City Manager, and executive leadership, and liaises with the Mayor, Council, and other leaders, often acting as the spokesperson on The City's financial affairs.
The CFO's responsibilities include duties under the Municipal Government Act of Alberta and Public Sector Accounting Standards. This is a key role responsible for leading The City's enterprise business planning (budget) process, supporting the Audit Committee's work plan, and ensuring financial stewardship of City assets., The CFO oversees the implementation of the Financial Roadmap, procurement, treasury, internal controls, audit coordination, ensuring integrity, transparency, and compliance in all municipal financial activities.

The successful candidate will be a credible business partner who can build and retain a strong professional team to support the organization with substantial change. In addition, the candidate will have the following:

Bachelor’s degree in Accounting, Finance, Commerce, Business Administration, or a related field.

Professional accounting designation, (CPA) is required plus continuous training and development within accounting designation and in leadership development.

Master’s degree (e.g. MBA, MPA) or advanced training in public administration is considered an asset.

A minimum of 10 years experience leading professional teams, preferably within the public sector.

Demonstrated experience in multi-year budgeting, capital project financing, and financial policy development.

Experience working with elected officials and navigating political environments.

Deep knowledge of Alberta’s MGA, PSAS, and municipal finance practices.

Strong leadership and team-building capabilities with a collaborative management style

Excellent verbal and written communication, especially in presenting complex financial matters to non-financial audiences.

Demonstrated leadership and management skills, with the ability to effectively plan, direct, coach and mentor staff to reach their full potential.

Thorough working knowledge of and understanding of statutes, regulations and by-laws affecting the position’s areas of responsibility.

Demonstrated sound professional judgement, decision-making and problem-solving skills in the face of ambiguity and under pressure.

Detailed knowledge of internal security and control principles, experience creating and/or auditing financial statements.

Considerable experience in a complex, computerized environment, and knowledge of current computer technology and system development concepts.

High proficiency with financial systems and tools, preferably municipal ERP systems.

Demonstrated political acumen in a complex environment with multiple stakeholders with often competing interests.

Ability to communicate clearly and accurately both in writing and orally through effective presentations, reports and policy documents, etc.

The ability to handle sensitive information, maintain confidentiality and deal tactfully and professionally in an open and political environment.

In addition to the competitive wages of $ 73.43 to $91.78 per hour ($143,733 to $179,666 per annum).
