About the Village of Hill Spring:

Located 20 minutes from the mountains and 15 minutes from the Waterton Reservoir, the scenic Village of Hill Spring has abundant outdoor recreation opportunities while providing an attractive peaceful rural lifestyle. Large lots provide ample space for little ones to run around, to grow a garden (with pressure irrigation throughout the village!), or just enjoy a peaceful lifestyle. The village boasts a school (grade 6-9), outdoor rink, and community hall. Soon, fiber optic internet will be available throughout the community. The village also benefits from very active community volunteers who help keep the community a great place to be and are well-known for organizing community events that attract people from far and wide. 

Position Overview:

As the administrative head of the municipality, the CAO ensures that the policies and programs of the municipality are implemented; advises and informs Council on the operation and affairs of the municipality; and performs the duties and functions and exercises the powers assigned to a Chief Administrative Officer by the Municipal Government Act RSA 2000 c. M-26 (as amended) and other enactments, or those assigned by Council.

Village Council is open to applications from individuals, contractors, or companies to fill this position. Additionally, Council is open to a hybrid work environment but would require the CAO to be in the community at least 2 days a week.

  • Promote the Municipality’s Mission and Values. 

  • Plan, organize, and manage all aspects of Village administration. 

  • Establish and maintain an effective working relationship with staff, contractors, members of Council, and the public. 

  • Assist and provide direction to Council regarding planning, bylaw, and policy development and implementation. 

  • Implement and ensure compliance with Village bylaws, policies, and programs and recommend updates and changes based on best practices and local needs.

  • Prepare Council Meeting Agenda’s and Minutes, attend meetings, and do appropriate follow-up after Council Meetings.

  • Ensure an annual budget and tax rate bylaw is prepared, for Village Council feedback and approval.

  • Organize and direct Village staff and contractors, including recruitment, selection, and training.

  • Collaborate with regional partners.

  • Maintain strong public relations with the community.

  • Maintain awareness of new trends and developments in the municipal field. 

  • Demonstrate strong self-management skills and further personal development. 

  • Complete general administration and special projects as required or assigned by Council.

Qualifications:

The IDEAL candidate will have:

  • Relevant post-secondary education and professional designations, such as a bachelor’s degree in a related field, NACLAA Certification, and/or CLGM Designation, is an asset.

  • Previous experience in municipal administration is an asset.

  • General administrative and supervisory experience is considered an asset.

  • Knowledge of the Municipal Government Act RSA 2000 c. M-26, other relevant legislation, and their regulations, or the ability and willingness to learn them.

  • Strong communication skills.

  • Strong organizational skills.

  • Strong interpersonal and leadership skills.

  • Good working knowledge of computer and office programs, such as Microsoft Office Programs.
