JOB DESCRIPTION: The Town of Spirit River is seeking a collaborative and forward-thinking Chief Administrative Officer (CAO) to lead municipal operations and support the community’s continued growth and success.

 

Working closely with Council, the CAO will play a key role in advancing economic development, strengthening regional partnerships, and supporting a positive and effective municipal team while ensuring responsible financial management and long-term fiscal sustainability. This is an exciting opportunity to lead a progressive rural municipality that serves as an important hub in Alberta’s Central Peace Region.

 

Spirit River is a welcoming rural community of approximately 1,000 residents with strong regional partnerships, numerous recreational facilities, and a high quality of life. The Town plays an important role as a regional service hub and is well positioned for continued growth, investment, and economic development.

 

THE OPPORTUNITY: Reporting directly to Council, the CAO provides strategic leadership and operational oversight for all municipal services in accordance with the Municipal Government Act (MGA) and Council policies.

 

The successful candidate will play a key role in supporting economic growth, strengthening regional partnerships, and building a positive organizational culture that supports staff and the community. The CAO will guide the implementation of Council’s strategic priorities while ensuring efficient and responsible municipal operations.

 

KEY RESPONSIBILITIES (but not limited to): In addition to the duties and responsibilities prescribed in the Municipal Government Act, other legislation, Municipal Bylaws, and any additional duties assigned from time to time by Council, the Chief Administrative Officer is responsible to:

 

  • Strategic/business planning and organizational studies.
  • Providing strategic advice and policy guidance to Council.
  • Lead and support municipal staff, fostering a collaborative and service-oriented workplace culture.
  • Advance economic development initiatives that support investment, housing growth, and local business.
  • Build and maintain strong intermunicipal and regional relationships with neighbouring municipalities, provincial agencies, and community organizations.
  • Represent the Town at regional meetings, partnerships, and community events.
  • Oversee the administration of the Town’s operating and capital budgets, ensuring sound financial management.
  • Ensure effective implementation of Council’s bylaws, policies, and strategic priorities.

 

QUALIFICATIONS: The ideal candidate will bring strong leadership skills, municipal experience, and a commitment to community engagement.

Post-secondary education in public administration, business, or a related discipline.

Local Government Administration certification or willingness to obtain.

Senior management experience in municipal government, preferably as a CAO or senior municipal leader.

Demonstrated success in economic development, partnership building, and community engagement.

Strong communication, negotiation, and relationship-building skills.

Ability to operate effectively in a political and policy-driven environment.

WORK ENVIRONMENT: The CAO position is based on 37.5 hours per week (Monday–Friday) with occasional evening meetings and travel for meetings or conferences.
