Chief Administrative Officer

Position Responsibilities

Reporting to the Council, this is a senior management position responsible for the overall administration of the Municipal District. The incumbent provides the highest possible level of local government services and management to the Municipal District in accordance with the objectives, policies, and plans approved by Council.

Specific Accountabilities

  • Attends all Council meetings to assist this body in making decisions and recommendations that are in the best interest of the residents of the Municipal District.
  • Prepares written background information for Council agendas regarding issues such as the establishment of new Bylaws, new or existing policies and procedures, major Capital Projects, joint agreements with other municipalities/agendas and provides recommendations to the Council on these issues.
  • Prepares Council follow-up regarding items initiated by the Municipal Manager or delegated to the Manager by Council.
  • Attends meetings as required, or as directed by the Council in respect to issues concerning the Municipal District and its operations and provides appropriate written or verbal reports to the Council.
  • Continually monitors Council policies for relevancy to current issues and direction to be taken by Council. Provides advice and/or recommendations to Council with regard to the enhancement of existing policies or the creation of new policies. Prepares new and/or amended policies as directed by Council.
  • Directs the development of budgets and establishment of financial controls. Works with the Director of Finance in coordinating budget information and assists Department Heads in preparing their budget estimates through timely advice.
  • Acts as expenditure officer and ensures that expenditures are within the Council approved budget.
  • Directs the execution of all documents, agreements or contracts approved by Council.
  • Makes visits on a regular basis to Municipal District Facilities.
  • Coordinates the provision of special services (e.g. legal, audit, consulting) to the Municipal District.
  • Responsible for monitoring the performance of the Director of Field Services, the Director of Community Services, the Director of Finance, the Director of Human Resources & Corporate Services, Municipal Clerk and the Executive Assistance throughout each appraisal period, and completing Performance Appraisals for each.
  • Responsible for the implementation of the POPA & ATIA requirements per legislation.
  • Ensure measures of sustainability for the organization both financially and economically including environmental, social and governance.
  • Provides representation as Director of Emergency Management for the MD.
  • Performs other related duties as may be requested by Council.
  • Participate in MD Emergency Management initiatives

Education and Certifications

  • Post secondary education in Public Administration, Business Administration, Engineering, Accounting, Land Use Planning and Development, or a related discipline (equivalencies considered) – Required
  • Continuing education in local government management preferably as it relates to Alberta – Required
  • NACLAA Level II - Required
  • Valid Alberta Class 5 Driver’s License – Required
  • ICS 100, 200, 300 & 400 - Asset

Abilities and Experience

  • 4 years minimum as an Assistant CAO or CAO - Required
  • 10-15 years in a Municipal Senior Leadership Position – Required.
  • Proven ability to provide strong leadership and direction to multiple teams. - Required
  • Experience leading in an organization that is run by a board of directors or body of elected officials – Asset
  • Experience working with the Alberta Municipal Government Act (MGA), environmental legislation and other related legislation – Asset
  • Superior social, communication, and relationship management skills – required
  • Well-developed interpersonal skills – Required
  • Ability to manage time, prioritize work, and meet deadlines in a fast-paced multitasking environment – Required
  • Ability to appropriately exercise discretion and confidentiality – Required
  • Mediation and facilitation skills to reach consensus and propose solutions – Asset
  • Ability to work well under pressure, individually and as part of a team – Required
  • Proficiency with computers and Microsoft Office programs, with the ability to independently create and edit a variety of documents and spreadsheets – Required 

Salary Range: $196, 882 - $260,000 per annum, dependent on qualifications and experience.
