One (1) Permanent Full-Time Position

The City of Fort Saskatchewan is seeking a confident, professional, results-orientated individual to join our Team. Reporting to the Manager of Budget & Financial Planning, the Senior Accountant, Infrastructure & Planning Services (IPS), provides account, budgeting and operational analysis and assistance to the IPS division to support the Budget & Financial Planning team. The work undertaken in this role helps gather and report on vital information needed to inform decision-making by subject matter experts, the senior management team and Council. The Senior Accountant promotes the City’s commitment to diversity, inclusion and Truth and Reconciliation within the department, organization and community.

Responsibilities include, but are not limited to:

  • Manage all aspects of the City’s Utility Rate Model, including ensuring the capital reserve contributions, rate setting, overhead costs, and cost recovery targets are met.
  • Manage and report on the operational budget variances for the IPS division.
  • Undertake revenue projections for specific programs (e.g., Planning & Development revenue), work with operational staff to determine assumptions, adjust User Fees & Charges according to the User Fees & Charges Policy, and create estimates.
  • Support Priority Based Budgeting, including refining costing based on evolving operational processes for programs within the IPS Division.
  • Oversee grant applications and major operational grant programs.
  • Oversee or support the financial analysis for projects with complex financial modelling (e.g., regional transit commission, off-site levy levies).
  • Assist departments with developing multi-year business plans and business cases for new initiatives.
  • Develop cost recovery strategies for specific program areas (e.g., development applications, engineering reviews).
  • Support budget department budget presentations and Council deliberations.

  • Ability to provide guidance, as required, in the appropriate manner.
  • Ability to ensure consistency and accuracy between multiple departments.
  • Advanced excel experience and the ability to interpret financial and statistical data in efficient ways to support decision-making, planning and strategy
  • Ability to work under pressure, manage a variety of projects and initiatives simultaneously while meeting tight deadlines

Qualifications:

  • Post-secondary accounting-related Degree.
  • Professional accounting designation or working towards is an asset.
  • Accounting or data analysis experience is an integral component of this position.
  • Understanding of municipal fund accounting and Public Sector Accounting Standards.
  • Advanced skills working with financial systems or data analysis.
  • A minimum of five (5) years of experience is required, with a progressive increase in responsibilities.
  • Knowledge of general long-range planning, financial and data analysis,
  • Advanced experience with financial applications are required, such as budgeting software, asset management
  • software, and Great Plains.
  • Extensive working knowledge of Microsoft Office 365.

Hours of Work: 37.5 per week; Monday to Friday

The City of Fort Saskatchewan offers a competitive compensation package with a salary range of $88,081 to $103,603 per annum.
