Director, Community Services

Sturgeon County is recruiting for a Director, Community Services! This position serves as a strategic leader with a focus on the operations of our Protective Services department, Family & Community Support Services (FCSS) department, and Open Spaces portfolio. The position is a key member of the County’s Management team, and a trusted leader within the organization and community. 

Job Duties:

  • Develop and implement a long-term strategic plan for the Protective Services and Community Services departments, which aligns with Sturgeon County’s Vision, Strategic Plan, values and guiding principles.
  • Facilitate success of operational outcomes and relationships for the organization in Protective Services, FCSS, Parks and Open Spaces.
  • Enable economic, environmental and social initiatives and key processes to support community well-being through the County Ecosystem model.
  • Provide leadership to the Community Services Section in the context of Council’s investments in Fire Services, Municipal Enforcement, FCSS, Recreation, Parks, and Open Spaces.
  • Provide regular reporting to the CAO on Community Services Division activities and important trends, events, or emerging issues that could impact organizational success.  Provide advice on the establishment of strategic objectives, policies, and program plans that enable growth and long-term planning.
  • Oversee the planning, policy development, implementation and Council interface related to approved Parks & Open Space projects (in 2022, a $2 million expenditure). 
  • Responsible for the development of a draft Social Master Plan with key action items and delivery based on Council approval.
  • Recommend, review, evaluate and approve documents, briefs, and reports submitted by managers and staff members.
  • Review and authorize Community Services Division reporting, expenditures, plans, policies, and procedures. Provide timely and effective approvals of departmental work. 
  • Ensure optimal allocation and stewardship of financial resources (capital and annual operating budgets), human resources, and assets allocated to the Community Services Section.
  • Manage the performance and continuous improvement of the Community Services Section. Openly engage departmental leaders and staff to monitor operations, delegate action, facilitate two-way information exchange, offer support, and provide input on strategic direction.
  • Facilitate and reinforce an efficient, agile, and customer service focused orientation for all departmental staff.
  • Ensure appropriate staff members respond in an effective and timely manner to Council inquiries and complex or controversial matters.
  • Ensure quality of decisions, integrity of actions, timeliness, and efficiency of work through effective management, presentations, meetings and working relationships with the community and business leaders.
  • Oversee the recruitment, employment, evaluation, and release of staff and contract personnel.
  • Cultivate a shared understanding of corporate goals by fostering teamwork, values, employee empowerment, accountability, and encouraging continuous learning. 
  • Represent the County to other governmental agencies, external agencies, consultants, public, municipalities, legal counsel, and media, etc.
  • Act as a role model for the desired organizational culture.
  • Perform special projects as required.
  • Adhere to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.

Job Skills:

  • Ability to understand and effectively navigate and/or problem solve high-profile, sensitive, or controversial matters.
  • Knowledge of the theory, principles and techniques related to Fire Services, Municipal Enforcement, FCSS, Recreation, Parks and Open Spaces.
  • Knowledge of federal, provincial, and local laws, regulations, and other requirements related to the Community Services Section.
  • Solid management experience of personnel management, training, performance evaluation, research, budgeting, and municipal business areas.
  • Outstanding supervisory skills and administrative abilities in leading, coordinating, directing, motivating, developing, and evaluating staff. 
  • Ability to work directly with elected officials in a political environment to resolve public and municipal issues.
  • Corporate budget and business planning experience.
  • Sound and independent judgment within policy or legislative frameworks.
  • External partnership development and stakeholder engagement.
  • Excellent skills and ability to provide strategic leadership, to guide/motivate staff in the development of strategies, principles, and appropriate processes.

Working Conditions

This position works a five-day work week, Monday to Friday, within standard office hours, however, due to the nature of the portfolio there will be times when work is required outside of these typical days/hours. Sturgeon County offers a remote work environment, and this position may be eligible to participate in a Hybrid (office/remote) work model. A demanding work environment includes high volume of requests, timely decisions, overseeing or managing multiple projects, changing priorities, providing direction regarding complex or unique situations with high political sensitivity, substantial financial implications, or community well-being. Required attendance at daytime Council or committee meetings, plus some public events and industry functions which are outside and in addition to normal office hours. Travel within the Edmonton region and province of Alberta is required, with additional travel from time to time. Availability and response to inquiries outside of office hours is often required.

Job Qualifications

  • Eight (8) to ten (10) years of management leadership experience at a senior level along with a post-secondary degree in Public or Business Administration or a related field supplemented with extensive management and/or leadership training.
  • Enrollment or completion of the National Advanced Certificate in Local Authority Administration Program is desired, as well as membership in the Society of Local Government Managers, is an asset.
  • Excellent knowledge of government programs, regulations, and legislation as it related to Fire Services, Municipal Enforcement, Recreation, Culture, FCSS, Parks & Open Spaces. 
  • Experience  in a rural municipality is an asset.
